When will we develop proactive rather then reactive foreign policy?

Mr. Bhatti, for your kind information prime minster Nawaz Sharif has portfolio of Foreign minster.
How could it be missing?
He serve as prime minster and Foreign minster, both.
Yes, you may say FM isn't there at the moment but saying Pakistan doesn't have a Foreign Minister is incorrect.

PM is taking interim charge in absence of proper Foreign minister. Tariq Fatimi & Sartaj Aziz are handling matters as advisor to prime minister, But this is make shift arrange? Don't you see a vacuum in foreign policy:
1- Besides handling thousands of refuges of Afghanistan , and facing terrorism in our country. We are at rift with Afghnistan, we don't have any sustainable foreign policy with Afghanistan. On the other hand India have gripped Afghan soil in much better way?
2- We have worse relations with US in recent time, where they refuse to give us F-16. The Kerry luger grant is cut? & we are unable to protect our sovereignty? Besides we are unable to convince US about of services & have to face do more yet again?
3- We have lost of our spike with gulf , when we refused to participate in Yemen war or we were unable to provide Suaid's with necessary military support.
4- In this rift we have no policy what so ever with Iran. Current operations of Gibhar port tackling Gawadar port is matter of great threat to Pakistan. Besides closure of Iran-Pak gas line is giving huge loose to Pak Economy.
5- The policy with India is at back burner , we are unable to achieve any of goals including NOC for Bahsha Dam, policy for visa entry & trade etc.
6- China has cancelled all major Electricity generation projects, including Thar Coal, Gadani Power plant, and two coal fired plants in Punjab. More over in recent visits Chinese have shown their reservations on transparency of Orange Lane Lahore project.

Don't you think that our Foreign policy is reactive to events instead of long term & proactive. We are not following consistent foreign policy instead whatever happens in the world we react on that. You can see zig zag policy if you pick any major agenda.
