Its a good move....but i dont think 'khula doodh' or khula masala is an issue...because fake masalas are routinely packed in fake boxes of major brands and sold to retailers. Large scale operation is needed, with heavy penalties, so that shopkeepers avoid this as well.
The khula stuff manufacturers pack their vile stuff into branded packages, complete with expiry dates and all. So even the packaged stuff is not legit in many cases.
