Where did the newspaper actually said this? This is what the Pakistani media is reporting but the daily mail clarification/correction doesn't say this.
In an article concerning Mr Shahbaz Sharif published on 14 July 2019 we reported on an investigation by Pakistan's National Accountability Bureau into Mr Sharif.

The actual story accused Sharif of many things, the clarification/correction and subsequent apology is only on;
We accept Mr Sharif has never been accused by the National Accountability Bureau of any wrongdoing in relation to British public money or DFID grant aid. We are pleased to make this clear and apologise to Mr Sharif
for this error.
Had daily mail retracted from its entire story it would have explicitly said this (
اخبار کا کہنا ہے کہ قبول کرتے ہیں شہباز شریف نے کوئی غلط کام نہیں کیا) in its clarification. Infact the heading would not have been a clarification and correction but an apology.
