As an Islamabadi I can tell you the reasons:
Islamabad's peace and safe environment started getting ruined when PPP came to power 2 times during Bibi and during zardari's shameful rule of 5 years
Noon also did not do anything to improve police or to make them politics free
Sheikho Talee ended all the police pickets which gave rise to criminals
Pti deliberately imported afghanis, and we already had too many, into outskirts of islamabad
all this has combined up and made things worse for us

You dont looklike an islamabadia at all from your posts.
People of Islamabad tell only one thing,
"Police in Islamabad is only interested in VIP duties and there is no police for local people".
Other things are...
bureaucratic style of top brass of police.
They are more like Seths they dont act or look like policemen.
They haven't trained the force, there is no police for citizen.

Yes you are right about political interference but
Pmln is the rootcause of failure of police systems in islamabad and punjab. They always allow the police to do nonjudicial acts, there are numerous reports of fake encounters etc.

ISB kein banglows ke boundry walls ke height 4 feet se 5 feet tak hoti thi, ISB mein kabhi traffic jam nahi hota tha, ISB mein crime rate inthaai kam tha, educated log hotey thay,bari se bari mistake ko apas mein baat cheat se resolve ker leya karte thay, but aaj agar road per agle ke b mistake ho to wo aise react karta hai k jese aap ne ulta ussey koi nuqsaan pohancha dia hai, islamabad aur pindi mein koi faraq nahi raha.
