At least 90% Panjab police are proved corrupt from bottom to top..Not possible at once to changed.. Specially top posts becoz they came from SHO level where real corruption start then consitables.. Either replace them gradually with honest educated middle class peoples or others needs to say Touba for Thiers sins..
same should do in grade one to 22 bearucracy in fed and local level..one or two honest person can't change Mafias criminals corrupt officers..
