On one hand he is recognizing that it's not possible to have successful dialogue after Taliban pre-conditions and the way they violated previous deals and on the other hand he is challenging others to find a solution if u can other than dialogue... If he believes that dialogues can't be successful than he should wholeheartedly accept the 'Itmam-e-Hujat" phenomenon.

there was never a tight grip or Govt. writ over tribal areas.never ever was Pak army stationed in tribal areas.To control them a loosely knitted administration headed by the agent and FCR was in place.
now you can judge better the war advocates are favouring whom or what they want Pakistan is no US its economy is in shatters its Govt. structure police and other infrastructure that may give the looks of Govt. has broken down.
can't people see what is going on in Karachi, Baluchistan and KPK plus northern areas.

Peace talks for the sake of luring in sane elements within tribal areas to seek peace for there children.
