RTS was developed in the N-League tenure. So N-league should be blamed for its failure.
But RTS is only result receiving technique and had nothing to do with the results.
Now with this system, fake votes can not be casted and no one can play with form 45. No votes can be rejected. And no rigging can happen during vote count. No one can cast votes after polling.
Also people who do not vote intentionally should also be held responsible. Its not a vacation day. A system should be there to check from ID Card if person has voted or not.
Only thing is to stop high jacking of polling stations. For this, military and police should be held responsible. Anywhere if no enough security resources, polling stations should not be set up.
