فارن ایکسچینج انویسٹ منٹ بانڈز

میں پاکستان تحریک انصاف کی حکومت اور بالخصوص اسد عمر صاحب کو یہ تجویز دینا چاہوں گا کہ حکومت پاکستان فوری طور پر بیرون ملک پاکستانیوں کے لئے فارن ایکسچینج انویسٹ منٹ بانڈز کا اجرا کرے۔

اس سکیم کو فوری طور پر اگلے چند دنوں میں شروع کر دینا چاہئے تا کہ نئی حکومت کو لوگوں کی توقعات پر پورا اترنے میں فوری مدد مل سکے۔

میں نے حالیہ دنوں میں درجنوں پاکستانیوں سے بات چیت کی ہے اورمجھے یقینی ہے کہ بہت سے پاکستانی کم از کم ایک ہزار ڈالر کے بانڈز خریدنے پر تیار ہیں۔

بیرونی ممالک میں ایک اندازے کے مطابق دو ملین سے زیادہ پاکستانی آباد ہیں اور اگر ان کی آدھی تعداد بھی اوسط دو ہزار ڈالر کے بانڈز خرید لے تو حکومت کو دو ہزارملین ڈالر کا زرمبادلہ حاصل ہو گا۔


میرے خیال میں بانڈز پر انویسٹ کرنے والے بیرون ملک پاکستانیوں کو مختلف مراعات کی پیش کش کی جا سکتی ہے جن میں مندرجہ ذیل شامل ہو سکتی ہیں:

بانڈز کی نوعیت:

۔ ایک سو ڈالر کی مالیت کا بانڈ

۔ سٹیٹ بینک آف پاکستان کی جانب سے جاری کردہ

۔ تین سال اور پانچ سال کے لئے فکسڈ

۔ منافع کی شرح تین یا چار فی صد

۔ پاکستان اور بیرون ملک پاکستان میں تمام بینک برانچز سے دستیاب



کم از کم ایک ہزار ڈالر کے بانڈز سے پانچ ہزار ڈالر کے بانڈز پر تین مخلتف درجات میں کی جا سکتی ہے جن کو سلور، پلاٹینم اور گولڈ کا نام دیا جا سکتا ہے۔ اور اس حد تک سرمایہ کاری کرنے والے پاکستانیوں کے لئے مندرجہ ذیل مراعات کی پیش کش کی جا سکتی ہے۔



۔ بیرون ملک پاکستانی ایمبیسیوں میں ترجیحی خدمات کی فراہمی

۔ پاکستان کے لئے ویزہ فیس میں دس فی صد رعایت

۔ پی آئی کے ٹکٹ پر پانچ سے دس فی صد رعایت

۔ بانڈز ہولڈرز کی پاکستان آمد اور روانگی پر ان کے لئے ایئر پورٹس پر الگ کاونٹر

۔ پلاٹینم اور گولڈ کارڈز ہولڈرز کے لئے مفت وی آئی پی لاونج استعمال کرنے کی سہولت

۔ بڑے ہوٹلز میں رہائش کے لئے دس فیصد تک رعایت

۔ تمام سرکاری گیٹ ہاْوسز میں ترجیحی رہائش کی پیش کش اور دس فی صد رعایت

۔ پاکستان میں مزید سرمایہ کاری پر خاص رعایت کی پیش کش

۔ سی ڈی اے، ہاوسنگ فاونڈیشن اور ہاوسنگ اتھارٹی کی جانب سے جاری کردہ رہائشی سکیموں میں دس فی صد کوٹہ

۔ کارڈز ہولڈرز کو تمام سرکاری دفاتر میں ترجیحی خدمات کی پیش کش

۔ بانڈز میں سرمایہ کاری کرنے والے جو افراد پاکستان میں موجود ہوں ان کے لئے ماہانہ پرائم منسٹر سے ملاقات کا بندوبست کیا جا سکتا ہے۔​

بانڈز صرف ایک عارضی علاج ہیں جو کے ملک کو فوری طور پر کچھ سکون دے سکتے ہیں، لیکن یہ مسائل کا حل پھر بھی نہیں.
پاکستان کی ترقی صرف اس وقت ہوسکتی ہے جب پاکستانی اپنا ٹیکس دینا شروع کردیں، ایک اندازے کے مطابق صرف پاکستان سے ہر سال تیس سے لیکر ساٹھ ارب ڈالر جمع کیے جاسکتے ہیں، اگر ہم لوگ اپنا ٹیکس ادا کرنا شروع کردیں تو صرف دو سال میں سارا قرضہ اتارا جاسکتا ہے، لیکن آپ اگر نہ بھی کریں تو ان ساٹھ ارب ڈالر میں سے آدھے اپ قرضہ جات کی ادائیگی پر لگائیں اور باقی ملک می معیشت پر. آپ کو دنیا کے کسی بھی ملک اور ادارے کے پاس ہاتھ پھیلانے کی کوئی ضروت نہیں اور صرف پانچ سے دس سالوں میں آپ کی معیشت کی ترقی کی رفتار ساتھ سے آٹھ فیصد سالانہ ہوسکتی ہے جو پھر اگر پالیسیوں کو جاری رکھا جائے تو چین کی طرز پر لمبے عرصے قائم رکھی جاسکتی ہے اور پاکستان کو صرف پچیس سالوں میں دنیا کے امیر ترین ممالک میں شامل کرسکتا ہے.

یہ کوئی تخیل یا فکشن نہیں بلکے ایک حقیت ہے، لوگ ٹیکس تو دینا نہیں چاہتے اور سہولیات اور ترقی انکو فورا چاہئے، آج کل کی دنیا میں یہ ممکن نہیں، لہٰذا میرے خیال سے جو کام عمران خان کی حکومت فورا کرسکتی ہے وہ یہ ہے کے انکم ٹیکس کے ادارے کو ٹھیک کرے اور جس بڑے پیمانے کی وہاں کرپشن ہوتی ہے اسکو ختم کرے، اس طرح کے لوگ مجرمانہ غفلت کے مرتکب ہورہے ہیں اور ملک کی سلامتی پر خطرہ بن رہے ہیں ایسے افسران اور بیورو کریسی کو اگر اب بھی ٹھیک نہ کیا گیا تو پاکستان کی مکمل تباہی میں کچھ زیادہ وقت نہیں لگنا​

Launching "Qarz Utaro Mulk sanwaro" type schemes and half-cooked gimmicks wont be even slightly helpful in short/long term financial problems except for heightened expectations that'd later haunt it forever. We can relieve from our permanent financial crunch only by larger taxes and exports, and lower import bills for energy.

Build sustainable transparent and longterm investment institutions and funds to build new relations and trust with overseas Pakistani , that is important part of PTI agenda.. Reforms of services for overseas Pakistani and provision of respect/facilities inland is a prime election promise and not subjected to investments.

At present we may vigorously negotiate with friendly countries to come for help, request china to re-negotiate/relax the loan terms, request rich Arab countries for help at this crucial time. Arabs will help us at this moment. Talk with Europeans/ WB and other funds to give funds for social sector. We should IMF as much as possible but if push come to shove they ban go ahead. In the past we didn't abide by the rules set by IMF and if PTI govt. wont do it, nothing's gonna fall. In any case IMF's main demands are about reforms in FBR.

Sir, all air tickets for within Pakistan has 50-60% tax, while all international tickets from Pakistan has 35-45% tax. That is the reason people in Pakistan still using buses and trains instead of planes to travel.

1-hour flight from Islamabad to Gilgit is about $ 200-300. Compare this to Turkey where all flights within country are only about $ 50-100.

Only if they stop that haramkhori more people will travel to and from Pakistan and within Pakistan. Economic activity and tourism will see an incarease automatically.

I do agree with the suggestions in this post. Just as an Input here, most of These facilities are already available to overseas Pakistanis who are holder of FERC(Foreign Exchange Remittance Card) and they have different categories based on the amount they Transfer to Pakistan per annum. I am one of the benificiaries as well and have been using this facility since some years now.
Although the incentives and a program is in place but practically the are of no use. Only real benefit is when we arrive in Pakistan, there we can go through the Immigration lines on priority bases. Another benefit is the reduction in customs duty on selected items.
I would request the concerned authorities to revisit this policy and offer some realistic and purposefull benefits to motivate the overseas Pakistanis. We can suggest many practical Solutions for such a program.

3-4% rate sounds too good but will people go for and why! What would be size of investment to have any effect. Recent tax immensity schemes have not generated considerable funds.
Let's build transparent and permanent institutions (with mutual control) to help Op to invest inland as was promised.

No one will trust Pakistan until they see the positive signs on the ground. No one will give their money to a bankrupt state with law of a jungle.

Must first do a tax reform which collects taxes from powerfuls, equality in the eyes of law, speedy justice system in Pakistani courts etc. etc.

I know many NRPs who came to Pakistan from US during Musharraf tenure. Most of them lost money and came back to US or other countries like Canada and EU.

Even know one guy who started Mattress manufacturing in Pakistan. He lost all his money and had to come back and work on a coffee shop in New York to feed his family.

Countaries are run by taxes and not by these kind of gimmicks. May be one time foreign Pakistani may help to run the country for a year but what you will do for next year. Only 0.4% population of Pakistan pay taxes and if Khan can bring it to 5% initially and 10% after 5 years then that will be real service of Pakistan and this service will be remembered for ever.
