So he thinks that people would give votes to PTI not accepting them!!
Acceptance in Democracy could only come from people.
What he is saying is that it doesn't matter if you get the votes. In other sense, he is not talking about democracy at all.
He wants IK to show flexibility and accept 3rd world country's democracy, meaning, you can cheat, rig and claim victory and should be accepted with out agitations.
