shahbaz shareef has been changing thana culture since he was first elected as CM and last time he gave the same lolly pop to all the nooras ......... so keep voting & keep having such news ...

Both brothers speak the Language of Money. They think throwing more money in shape of salaries and benefits is gonna change the Police Culture. This way its not gonna change on next 200 years. Both brothers dont believe in System and they dont have the ability to change the system either.
All he needs to do is
1. Make a very strict Accountability System for the Police Department.
2. None of the top 100 posts in Police be filled through political motives or given to the "Loyal Workers" of PMLN. Both brothers are addict to "Aqraba-Parwari". They've to stop that
3. Make the whole Online. Make the Police Department's personnel record online. Attendance system, raid system and police vans on round and number of police men in the van, everything should be online. When they arrest a person, put it on Main Arrested People database, immediately. Everyone who comes inside the police station be assigned a number by the machine, automatically, and then lodge her application accordingly to the number of the machine and put the application online, immediately. Assign an investigative officer to the application and ask the officer to update the investigation every single day in the Main Investigation Database. Promote the officers who've successfully investigate the cases and demote the officers who could not solve a case. Those who lodge the case could see the proceedings or the advancement online, logging through their login given by the police. So everything should be Online, and you're done.
4. Make police complaints office outside the police department with extremely honest people and make their system online too. So if a Police man asks for Bribery, those who are suffering, they could put a complaint against the police officer, online. Online system assigns them a number and they could always check what happened to their bribery-complaint. Every single complaint made in the system must be investigated by the Police Complaints department and results told to them who made the complaint. Any officer getting more than 100 complaints be removed from the service and his case put to the NAB who'd then investigate his assets, lifestyle and prosecute him.
5. Statistics on crimes must be updated and analysed on a month, then a three months and than a year basis and changes in the police training, police stations, investigation methods, police management, and police technology be made accordingly.
6.The process of recording a crime, or making a complaint against the police department or men should be solely on the will of the complainant and there should be no human touch at all, in the process. Police Department should've nothing to do with it.
7. All police men would strictly work only 8 hours a day.
8. Whoever they stop on NAKKAs they've to record it and make a record online too.
9. All Nakkas, police vans, police stations, and investigation rooms should be facilitated with the Cameras recording everything, all the time.
10 Randomly chosen Police Officers lifestyle should be investigated by the NAB. Computer should choose them.
Only these 10 steps and you're done with the "Police Reforms". These steps aint gonna cost much but only couple of billion Rs.
But Shareef Bros, MQM, Peoples Party, none of them would want to do that because if they do that
1. They cant post their "blue-eyed" on the "favorable-posts"
2. They cant "Manipulate" the system as everything is recorded online and updated daily by the public and the police
3.They cant "Pressurise" the police department to release the criminals who're working for them. Specially MQM's been doing this all the time in past.
4. They cant use the "Leverage" of police to get votes, (Bande nahi churra sakte aur logon ki hamdariyan nahi milein gi)
5. They'd themselves be the biggest target of the system because most complaints would be recorded against themselves. We all know our rulers or the main criminals. They orchestrate and back up all kinda crimes in our homeland.
6. Their Relatives and Kids would be living like Princes and Princesses, doing all kinda bad things to the poor and the weak and manage to escape the justice.
Tell me yaro why'd Shareefs, MQM, or PPP change the system?
