He is right. Clergy in general belongs to lower economic class and the current situation has hit them equally hard. If it continues during ramadhan, that will be make it even harder. generally, they sustain their families for yearlong on the donations given this month.
Government should particularly include them and their families in economic relief package as otherwise they are "sufaid posh".. (Anti-mulla friends need not to be angry - the families of clergy, imams and muazzens are also equally respected part of our society.)

There are millions of Rupees available in Bait-ul-Maal and that needs to be used in these critical and hard times of Corona. These Bait-Ul-Maal funds should be spent in paying the Electricity, Gas and water bills for mosques, at least until this Corona-virus pandemic is vanished. Our government doesn't have that much resources to pay for everything so in this case using Bait-ul-maal funds would be a good and relevant option.
