They basically present their resumes so that they are caught by the eyes of those who hold the strings and manipulate the system while staying in the shadows.
The latest example is the current interim law minister of Punjab, Kanwar Dilshad. This chap has been coming on the tv and always giving his so-called legal opinions in favor of those in power and now he became the law minister.
