بھی معین کی طرح امریکہ نے اپنا پالتو بھیجا ہے اپنے پالتو جرنیلی ٹولے کو اس میں کسی کو اگر حیرت ہے تو جنرل حمید گل کا کلپ یا جنرل عزیز کا ویڈیو کلپ سن لیں جس میں واضع طور پر بتایا تھا کہ امریکہ اپنی مرضی کے بغیر آرمی چیف نہیں بننے دیتا

First of all you are giving two very wrong examples. Asad Umer doesn't know the ABC of Economics and budgeting. Same could be said about Zaidi. He has same education like Ishaq Dar, not qualified enough to be a Finance Minister preparing and presenting budgets.

Let me put it in very easy words so you and everyone understands what is at steak here.
Pakistan's and Provinces expenses are out of control the governmental expenditure which are unproductive and sunk costs in economic term are the biggest problem faced by Pakistan government. The loans and their repayments come second behind it's heels. But both of these expenses are tied at the hips.

Governments had been borrowing to cover their over blown expenses. Thus the repayments and the interest payments have become a monster out of control. But like I wrote, the main reason of borrowing blowing out is the expenditure in the first place.

Government finance their expenditure with two ways. Taxation and borrowing. No wonder both of them going higher to fill the hole in the budget due to expenditure.

What this FM has done is that he has tried to fill the hole in the budget by raising taxes, which would mostly hit the poor and salaried persons. Wrong priorities.

First thing Pakistan need to do is to cut all its sunk costs to the bones, unless this is done , nothing would improve and the cycle would continue. The governments do second type of expenditure which could be productive if done properly and honestly, i.e. the development expenditures. Unfortunately, that is never done properly either in Pak. Therefore, we see no establishment of new industries, job creation and increase in taxation base. In the absence of that, the taxation is increase on existing goods and services which effect mostly the poor. This budget is brutal in that sense. People will realise soon enough. The borrowing part would be coming on soon, because we cannot fund either our domestic expenditure or fit our balance of trade deficit without borrowing, where the IMF and foreign loans come in to play.
There is third dimension to this vicious cycle. Government apart from borrowing also fill the black hole in the budget by printing money, which results in inflation, devaluation of the currency. We are seeing both of them with our own eyes, Rupee losing value and the sky rocketed prices in Pakistan.
