US pressures Islamabad to free doctor who helped CIA track down Bin Laden. Divisions grow amid calls for release of Shakil Afridi, who ran fake vaccination programme to get al-Qaida leader's DNA.

Washington is pressing Islamabad to release a doctor being held for helping the CIA track down Osama bin Laden as the diplomatic falling-out between the countries grows more bitter.

Dr Shakil Afridi was arrested by Pakistan's powerful Inter-Services Intelligence (ISI) agency after it discovered he had been recruited by the CIA to run a fake vaccination program in Abbottabad to try to get DNA samples from the al-Qaida leader's suspected hideout.

American authorities are trying to rescue the Pakistani doctor, his wife and children, and take them to the United States, according to Pakistani and US officials.

The recruitment of Afridi has added to the tensions. The doctor, in his late 40s, is thought to have been detained in late May or early June, and is not thought to have been charged. He is being held for working for a foreign intelligence agency, which can be punishable by the death penalty.

Friends say they last saw him attend the funeral of a distant family member in Peshawar, the provincial capital of the north-west, on 18 May. Afridi worked as the doctor in charge of Khyber, part of the tribal area, on the edge of Peshawar. It is believed that he was snatched by the ISI at Karkhano bazaar, a market for smuggled goods, on his way back home to Peshawar from work in Khyber, that lies between Peshawar and Khyber. He was initially held in custody in Peshawar, but may have been transferred to custody in Islamabad.

From a humble family, Afridi graduated in 1990 from Khyber Medical College, the top medical academy in the north-west of the country. He had been accused of corruption in the past but was cleared of misdoings, according to one person who knows him.

Pakistan moved closer to releasing an imprisoned doctor who had helped the CIA track Osama bin Laden after the country's spy chief flew to the US to try to rescue intelligence ties between Washington and Islamabad.

The official position towards Dr Shakil Afridi, the subject of weeks of high-level negotiations between the countries, seemed to have softened as a senior Pakistani official said that he may not have known he was working for the CIA.

"If it is confirmed that he [Afridi] did not deal with Americans and didn't know he was working for the CIA, he didn't break any laws," the official said. "He also did not spy on Pakistan or violate the official secrets act. So there may be no reason to charge him if he was misled and did not know he was working indirectly for a foreign intelligence service."

The Guardian revealed this week that Afridi had been recruited by the CIA to try to obtain a DNA sample from the house in Abbottabad, northern Pakistan, where it was suspected that Bin Laden lived. Washington fears for the safety of Afridi, who has been in the custody of Pakistan's Inter-Services Intelligence spy agency since late May, and may have been tortured.

Afridi has become a pawn in the highly charged renegotiation of the US-Pakistan military and intelligence relationship that has followed the Bin Laden raid. The visit of Lieutenant General Ahmad Shuja Pasha, head of the ISI, to Washington on Wednesday gave both sides the chance to discuss Afridi, US and Pakistani officials said. Pasha's visit was to discuss future intelligence ties in general.

The ISI is furious that the CIA secretly recruited Pakistani citizens to spy on the al-Qaida leader's house in Abbottabad. Afridi appears to be the Pakistani most involved and is thought to be the only one still held by Pakistan for his role.

Washington, for its part, has demanded an explanation of how Bin Laden was able to live comfortably in Abbottabad for five years, amid suspicions elements within the ISI or military had harboured him.

Information sharing is said to have almost ceased after the Bin Laden operation on 2 May. Pasha will meet the acting CIA director, Mike Morrell, and other senior security officials to hammer out what CIA activities the ISI will allow in Pakistan. Afridi has given the Pakistani side another bargaining chip.

Washington wants the ISI to agree to joint intelligence operations against suspected militants in Pakistan. Top of the American hit list is Bin Laden's successor as al-Qaida chief, Ayman al-Zawahiri, who is believed to be hiding in Pakistan's tribal area. Washington will also press more visas for CIA personnel to enter Pakistan.

Pasha's trip was being seen as a sign of a slight thaw in the bitterly entrenched positions of both sides.

"Pasha will offer co-operation in certain areas but not all," said Hasan Askari Rizvi, an analyst based in Lahore. "The ISI will be resistant to independent CIA operations in Pakistan."

Afridi set up a fake vaccination programme for the CIA in Abbottabad, in order to provide an excuse for a nurse to enter the Bin Laden compound, with the idea of extracting DNA in a syringe from a blood family member. The US authorities were trying to confirm the al-Qaida leader lived in the house.

It may be Afridi was easy prey for the CIA. It emerged that in the past he was suspended from his job on corruption charges, as the government doctor in charge of Khyber, part of the tribal area, though he was later cleared.

Around 2009, locals said, Afridi clashed with a warlord called Mangal Bagh, who runs a Taliban-style militia in Khyber, which is a thinly disguised racket for smuggling. Afridi had treated one of Bagh's gunmen but the surgery did not turn out well. As punishment, Bagh imposed a fine of 7,500 on Afridi, probably more than a year's salary for the doctor.

Friends claimed that Afridi met some US embassy personnel at a function in Islamabad, late last year or early this year, and then made a trip to the United States. It is not known if he was recruited for the CIA in this way.

In the past events since Mushraf regime it has been observed that every departments weakens and more than acceptable concessions were given to US with that liberty they are interferring too much and in hat of forcing to do what they want also in recent incidence of Reymond Davis they got him released and it seems that Doc will also be released in that way with a difference that media is not focussing much on doc so far so his release will not get attention as much in the past

The information based on discussions with the residents of Thanda Choha, where OBL hideout located, as well as officials of Abbottabad city administration suggest that the district administration had initiated polio vaccination campaign as a part of anti-polio drive launched in several parts of Khyber Pakhtunkhwa including Hazara’s Abbottabad, Haripur, Mansehra and Kala Dhaka (Torghar) and not the hepatitis B vaccination drive, earlier this year. The DCO of every district monitored the polio vaccination drive. In Abbottabad, the Executive District Officer (EDO) following the directives of District Coordination Officer (DCO) reportedly sent health teams for polio vaccination to Thanda Choha and other areas. Two lady health visitors affiliated with one of the Basic Health Units (BHUs), working under the KP Health Department, had administered polio drops in the OBL hideout’s area. Dr Shakil Afridi led this vaccination campaign.
On the other hand, sections of international media report that Central Intelligence Agency (CIA) had sponsored fake hepatitis B vaccination campaign with the help of Dr Shakil Afridi, reportedly a CIA operative, so as to acquire the DNA samples of OBL and his family members to ascertain if the OBL resided in the suspected compound. For months, Afridi and a team of nurses administered hepatitis B vaccines in Bilal Town, the suburb where bin Laden lived, according to these reports which say that the operation did not succeed and one of the nurses managed to enter into the OBL hideaway.
Osama’s immediate neighbour Aurangzeb Khan told TheNation on telephone from Abbottabad that no hepatitis vaccination team had ever visited the area, not in the recent past at least. He said his grandchildren were also vaccinated against polio during the anti-polio campaign. He said the health team administering the vaccination was not allowed to enter any house and instead children under five years of age were brought out of their homes for this purpose. Aurangzeb, the two LHVs and some other locals were rounded up by the security agencies on May 3 in connection with OBL operation and were released some days after.

there were many america settled pakistanis involved in osama operation,these people first mingled with local population and later gave information to CIA about osama,s whereabouts,,,america used these pakistani americans so not to arouse any suspicion...as always in history this time too kufar used munafiqq muslims to catch a mujahid.
when osama was arrested its said that many pakistani americans were on that helicopter and when it blew many of these traitors died too.
a lesson for mujahideen...never trust anyone specially living in west as people to get green card sell their iman cheaply nowdays,and nowadays its so called muslims among ourselves who work for kufars against islam

    Mdecins Sans Frontires has lashed out at the CIA for using a fake vaccination programme as a cover to spy on Osama bin Ladenon Thursday, saying it threatened life-saving immunisation work around the world.
    The international medical aid charity said the ploy used by US intelligence, revealed this week in the Guardian, was a "grave manipulation of the medical act".
    The CIA recruited a Pakistani doctor and health visitors before the operation in May that killed Bin Laden in Abbottabad in northern Pakistan, to try to ascertain whether the al-Qaida leader was living in the compound. The doctor, Shakil Afridi, set up a vaccination drive for Hepatitis B in the town in order to try to gain entry to the Bin Laden compound and obtain DNA samples from those living there.
    On Thursday night, a senior US government official defended the practice, saying it had been intended as "an actual vaccination campaign conducted by real medical professionals". He said the team was supposed to deliver the full course of three vaccinations to those treated in Abbottabad.
    The official, who spoke on condition of anonymity, added: "And it's not as if this kind of campaign is something the CIA runs every day."
    However, on the ground in Abbottabad the Guardian discovered that while the vaccine doses themselves were genuine, the medical professionals involved were not following procedures. In an area called Nawa Sher, they did not return a month after the first dose to provide the required second batch. Instead, according to local officials and residents, the team moved on, in April this year, to Bilal Town, the suburb where Bin Laden lived.
    "The risk is that vulnerable communities – anywhere – needing access to essential health services will understandably question the true motivation of medical workers and humanitarian aid," said Unni Karunakara, MSF's international president. "The potential consequence is that even basic healthcare, including vaccination, does not reach those who need it most."
    Afridi was arrested in late May by Pakistani intelligence, for working for a foreign spy agency. The United States is pressing Pakistan to let him go and allow the doctor and his family to be resettled in the US. Islamabad is infuriated by the CIA's activities inside the country, which were kept secret from their Pakistani counterparts.
    "It is challenging enough for health agencies and humanitarian aid workers to gain access to, and the trust of, communities, especially populations already sceptical of the motives of any outside assistance," said MSF. "Deceptive use of medical care also endangers those who provide legitimate and essential health services."
    The impact of the fake vaccination drive may be keenly felt in Pakistan, where the public already sees an American conspiracy everywhere. Polio campaigns could be at particular risk, as Pakistan has the biggest polio problem in the world.
    The US official said: "The vaccination campaign was part of the hunt for the world's top terrorist, and nothing else. If the United States hadn't shown this kind of creativity, people would be scratching their heads asking why it hadn't used all tools at its disposal to find Bin Laden."
    The CIA has not publicly admitted that it used the doctor. A CIA spokesman, George Little, would only say: "Finding Osama Bin Laden is a major victory for the United States and Pakistan."

The American spy agency reaches a new level of meddling in Pakistan. Pakistani officials and NGOs are silent as American and international healthcare professionals condemn CIA action.

ISLAMABAD, PakistanThe CIA has added another feather to its Pakistan cap. It has turned public health workers distributing free vaccines into American spies in the eyes of ordinary Pakistanis.

The agencys other successes in Pakistan already include infiltrating Pakistans power circles, setting up spy networks inside the country and organizing anti-Pakistan activities from the Afghan soil.

The scandal involves CIA creating a fake immunization program in Pakistans Khyber-Pakhtunkhwa province. It represents a dangerous escalation in the agencys covert activities in the country.

It proves the CIA is ready to get innocent Pakistanis killed; and that the agency has the green light to act with impunity here.

The CIA has already endangered the lives of American diplomats and journalists based in Pakistan by using their identities for spying.


Covert American agents inside Pakistan hired a doctor with a tainted record, Dr. Shakil Afridi, and fake public health volunteers to distribute what possibly were fake hepatitis vaccines as part of the effort to find Osama bin Laden.

This is the latest indication of how much access Pakistans ruling elite has allowed CIA inside Pakistan. In 2009, Pakistani police busted CIA contractors, facilitated by former US ambassador Anne W. Patterson, training a militia of 200 to 400 retired Pakistani military officers at a private property on the outskirts of the Pakistani capital.

The incident qualifies as one of the most dangerous breaches of Pakistani security and a sad testament on the countrys deteriorating security situation since 2002.

PAKISTANI OFFICIALS & WESTERN-FUNDED NGOs ARE QUIET
Abdicating its responsibility for protecting the lives and interests of Pakistani citizens, no official from the federal government or the provincial government of Khyber-Pakhtunkhwa has bothered to say a word on the brewing scandal.

US- and EU-funded NGOs working in the health sector are also keeping away for fear of upsetting their donors. The small but noisy band of pro-US commentators and media spokespeople cultivated by the US embassy in Islamabad are also silent on this reckless endangerment of the lives of Pakistani citizens.

It is a moment of shame for Pakistanis that foreigners are taking up this scandal while Pakistans pro-US ruling elite maintains silence.

Two American health professionals, Dr. Orin Levine and Lauri Garrett, have chided the CIA and US government for hijacking an immunization program in Pakistan. Doctors Without Borders have also condemned the CIA action, aside from a number of other international groups.



HEALTH WORKERS AS CIA AGENTS

Thanks to the CIA station office in Islamabad, the security of public health workers in Pakistan stands ruined.

Britains the Guardian reported last week that the CIA had staged a vaccination campaign in Abbottabad in an attempt to confirm Osama bin Ladens location by obtaining DNA from his family members.

The effort involved hiring a Pakistani doctor who in turn hired many male and female public health workers who roamed the area administering free hepatitis vaccines.

The federal and provincial Pakistani governments use this method to eradicate hepatitis and polio diseases in the countrys rural parts. The CIA essentially created a fake public health drive and presented it to Pakistanis as sponsored by the Pakistani federal health ministry.

When the program started a few years ago, suspecting locals beat some of the public health workers. The Pakistani government spent millions of dollars to overcome this obstacle.

The residents of Abbottabad and the surrounding areas are already in shock knowing that the health workers they received were CIA agents and the vaccines they administered were probably fake.

Two eminent health professionals in the United States came out on the pages of the Washington Post over the weekend to condemn what they have described as CIAs reckless tactics and warned they could have catastrophic consequences.

Dr. Orin Levine, executive director of the International Vaccine Access Center and an associate professor of international health at Johns Hopkins Bloomberg School of Public Health, andLaurie Garrett, a senior fellow for global health at the Council on Foreign Relations and the author of Betrayal of Trust: The Collapse of Global Public Health, published an op-ed where they explained the reckless attitude of CIA in faking an immunization program in Pakistan.

Here are excerpts:

The CIAs plot recruiting a Pakistani doctor to distribute hepatitis vaccines in Abbottabad this spring destroyed credibility that wasnt its to erode. It was the very trust that communities worldwide have in immunization programs that made vaccinations an appealing ruse. But intelligence officials imprudently burned bridges that took years for health workers to build.

the CIAs actions may have jeopardized the global polio eradication program, which has saved thousands of lives and in which billions of dollars have been invested. Americans could one day be at risk again from re-imported polio.

Complicating matters is the fact that Pakistan recently dissolved its Ministry of Health, which has left international programs to negotiate directly with local leaders. Many such leaders may be inclined to distrust doctors or to believe that vaccination programs are CIA ploys designed to hurt their communities.

In Afghanistan, where colleagues of ours are helping to rebuild the national health system, locals often link trust in health services with security in other words, they trust clinics because they believe they are safe places. But health workers there and in Pakistan may now be suspect or seen as spies. People throughout the region may reject vaccines out of politically derived fear.

Obama and leaders in Congress should acknowledge the damage to global health efforts and commit to repairing the trust. They should begin where the need is most urgent: Pakistan. They should make clear to regional leaders that despite cuts in foreign aid and U.S. support for the Pakistani military, Americans will not walk away from their regions poor, their needy children, or commitments to stopping the spread of deadly diseases.
