Well, i don't think they ever said that they will do all of it in the first 5 months. Moreover, are you going to deny the fact that current account deficit is decreasing. Exports are on the rise and imports are in check. If these facts are true, then what the hell are you whining about?

Exports are not increasing. Imports are in check as we have stopped to import machinery for new plants and establishing new factories.

Commercial bank loans are rated higher than treasury bonds. That is why the govt is focused more on retiring commercial bank debt.
Secondly, SBP is not a lending institution. Its a regulatory body. It prints money when liquidity is required by the govt. There are regulations in place to control that. Generally, govt funds most of its fiscal expenses from the sale of treasury bonds and notes.

And the govt is not borrowing from commercial banks. It is selling treasury bonds to them. Major difference between the two.

Borrowing = Adding to debt burden.
Selling T-Bonds = Rolling over existing debt stock.

PTI never spoke against 18th amendment in the last five years because it was the beneficiary of this amendment rather it was preaching us on devolution of power and funds. Now it has to pay provinces its due share so it is against this amendment. Munafqat of the highest level.
