First, the list is Ranked by Perception of the countries among the western people - Take it for what it is - meaningless.
Second the ranking is about the countries - and not about the people meaning it ranks how the laws of countries are influenced by religion. In that respect Israel's top ranking is right - while about half of the people are secular but the laws of the lands are controlled by religion.
