FBR like all other departments is lazy and corrupt. Instead of finding new tax payers they are happy to audit and squeeze existing taxpayers. This discourages even honest businessmen to file return because they feel they are safe outside the system. Once FBR cracksdown on nonfilers then you will see the income collection will grow by 50% or more. Checking and rechecking the same 2 million people will only grow collection by 5-10%. Finding an additional 2-3 million filers (very much possible) would potentially double the existing income tax revenue!
