It doesn't mean people from Afghanistan will walk through freely.There are security personnel,customs and immigration people st the border who will control the movement.The best thing will be to build storage facilities at the border so there is no need for Afghan to travel inside Pakistan.I believe China has offered to build a hospital and warehouses close to Torkham border.
