It was a bilateral series. ICC can't do anything about it.
Even the planned English tour is bilateral and pretty useless, with just 2 t-20s.
Pak needs to focus on internal cricket and commercialise it heavily. India has way too much money and clout for Pak to be relevant, sadly enough.
