This election was the most scandalous, notorious, pugnacious, obnoxious, criminal, shameful and disgraceful in Pakistan's history. Vote rigging and fiddling was planned and organized well in advance by major political parties.

It is obligatory for the Election Commission of Pakistan under Article 218 of the Constitution to organize and conduct the elections and to make such arrangements as are necessary to ensure that elections are conducted honestly, justly, fairly and in accordance with law, and that corrupt practices are guarded against.

You will not find " The pattern of 2013 Rigging " on the internet. You will only read one aspect of the 2013 Election rigging. I tried to highlight the systematic procedure adopted to rigged the entire election. We are group of Pakistani's ( not Nation ) who got amnesia. We forget blunders and tend to move on. If this tendency will persist, we will only reach to chaos not the destination.

The term ‘rigging of elections’ is defined as ‘rival candidates’ ability to cast bogus votes’ and getting away with it by winning an election. As for how rigging is played out in Pakistan, mechanisms have been changing with times. Presently, it has taken the shape of ‘corporate rigging’, which includes
pre-poll rigging, rigging during the election period and on polling day and post-election rigging.

For the coming general elections, the mechanism of ‘
pre-poll rigging’ has included showering of jobs in bulk by the federal and provincial governments to supporters and voters, doling out millions of rupees to selected constituencies under the garb of development schemes and skillful manoeuvring of caretaker governments. Lawmakers’ apparent delaying (or blocking) to consider the Election Commission’s ‘Reform Package’ can also be viewed as pre-poll rigging.

Post-election rigging’ would include upsetting the Election Commission’s power under Section 103-AA of Representation of the People Act, 1976, of declaring polls void in constituencies where ‘grave irregularities’ take place, causing delays in timely disposal of writ petitions of agrieved parties, blocking punitive action against elected members for exceeding expenses’ limits, corrupt practices, etc.

Election rigging is not a new phenomenon in Pakistan and has been observed throughout in one form or another, whether it is local bodies’ elections, National Assembly elections or polls for provincial assemblies.

The practice started in the 1950s when staggered polls of provincial assemblies were held in Punjab, North West Frontier Province (now Khyber Pakhtunkhwa), Sindh, Balochistan and the then East Pakistan. The blatant rigging of these elections was vociferously criticised by the public. The protests and uproar in the press were so loud that Chaudhry Muhammad Ali, who was prime minister at the time, had to stress that democracy could not be established in the country if free and fair elections were not held. He then set up the Electoral Reforms Commission in 1955, the recommendations of which were implemented in elections held thereafter. However, later, new methods were employed to rig elections.

Between 1951 and 1954, the techniques employed for rigging were simpler; for example, registration of bogus votes, rejection of nomination papers on flimsy grounds, voting under coercion and inducements, surreptitiously or forcefully opening and stuffing or tampering of ballot boxes and harassing of opponents or throwing them behind bars.


Then there was the1958 Martial Law and indirect elections of assemblies in 1962 and 1965 during which it was easy to manage members from East Pakistan through deputy commissioners.

The general elections 1970 were relatively fair but there were allegations of ‘capturing of polling stations’ by Awami League workers in some parts of East Pakistan.

In the Pakistan Peoples Party’s regime, the election cell working under Hayat Tamman devised an elaborate plan and patently
rigged the March 1977 general elections. This led to nationwide protests by the Pakistan National Alliance. Consequently, there was General Ziaul Haq’s Martial Law of July 1977 which led to an eight-year-long interregnum before another election could take place.

Zia’s 1985 party-less general elections were won by affluent candidates who spent exorbitant amounts of money on their campaigns. Historically speaking, that set a permanent ‘role of money in elections.’

In the 1990s, besides the covert role of the Inter-Services Intelligence (ISI), other tactics were employed to cast bogus votes by using patwarees, police officers, money, pressure tactics, enticement of voters, providing of transport to voters, using ‘muscle power’ of local gangsters to harass opponents’ polling agents, intimidation of opponents’ voters to keep them away from polling stations, capturing of polling stations and tampering of results at the stations.

All these tactics were practised in the 2000-2001 local government elections as well as in the 2002 general elections.

In 2008 general elections, things allegedly happened under influence from the United States as well as through names of millions of bogus voters in the electoral rolls along with the classic tactics of rigging.

For the coming 2013 general elections, the empowered Election Commission has worked with the Agenda of Electoral Reforms, which included new electoral rolls prepared by the National Database and Registration Authority (Nadra) with CNIC numbers and photographs, revised nomination forms, use of online data from the Federal Board of Revenue, State Bank of Pakistan, National Accountability Bureau, etc.

On the other hand, shrewd candidates, who have always proved their cunning in devising new methods of rigging, are likely to use most of the tactics previously explored. It is now to be seen how far the Election Commission would be able to combat innovative ‘corporate rigging’ and ensure free, fair and transparent elections in the country.

Pakistan elections 2013 total voter turnout: 55%

The Election Commission of Pakistan (ECP) announced that overall voter turnout in the 2013 general elections was recorded at 55.02% — a much higher percentage than elections since the 80s.

According to the ECP, the lowest turnout was recorded in NA-42 South Waziristan, where only 11.57% of registered voters came out to vote.
The highest turnout was recorded at 84.77% in NA-191 Bahawalnagar.
This year, over 46.2 million people exercised their right to vote in the elections.
The PML-N got the majority of votes (14.8 million) followed by the PTI (7.5 million), the PPP (6.8 million) and the MQM (2.4 million).
Independent candidates picked up 5.8 million votes.

1. We insist that those responsible for the tampering with the sanctity of the ballot should be exposed and be punished within fixed time frame.

2. In both NA 256 and NA 258 NADRA verification of votes
cast has revealed systemic rigging and electoral fraud. We believe that this has happened in the majority of constituencies of Pakistan. Therefore we request the SC that similar evaluation of 4 constituencies may now be ordered so as to expose the entire electoral fraud.

3. We are putting forward a petition to the ECP that ECP refer all the papers of these 4 cases directly to NADRA for thumb verification and PTI as party will bear the relevant costs required.

4. We request for suo moto notice by SC in regard to rigging evidence.

5. If our demands are not met we will be compelled to come on the streets.

LAHORE: Pakistan Tehreek-i-Insaf (PTI) chief Imran Khan on Wednesday presented his demands before the Election Commission of Pakistan (ECP) and asked that they accept them within three days.
In a pre-recorded message played before the media in Lahore, Khan said that they were demanding a recount in four constituencies, but the election commission should verify the votes with fingerprints.
He said the party had reservations over the results of 25 National Assembly seats.
Protesters in Karachi and Lahore have been demonstrating since May 12 against the results of the general elections. The protesters allege that rigging took place and polling at some stations was purposely delayed.
The PTI chief said that this was the first time the country had seen such a high turnout and the election commission should investigate the allegations or the people would be disappointed.

These include six polling stations in Khyber Pakhtunkhwa province, 32 in Punjab, 10 in Sindh and one in Balochistan.
The largest discrepancy was found at a polling station in Rahim Yar Khan’s NA-193 constituency which witnessed a voter turnout of over 320 per cent, as 1010 votes were cast against 315 registered voters. A polling station in NA-6, Nowshera-II saw 2774 votes cast against 1023 maximum possible votes.
A polling station in Sindh’s NA-211 Naushero Feroze-I saw 982 votes against 491 votes, coming up to a voter turnout of 200 per cent.
The only constituency in Balochistan to witnessed over 100 per cent voter turnout was NA-262 Killa Abdullah, where at a polling station 184 per cent or 581 ballots against 315 registered voters were polled.
According to FAFEN’s observations, 32 polling stations in Punjab received over 100 per cent votes.

Initially, the election date had been set for August 6th, but after the intervention of the Pakistani Supreme Court, the poll will now be held a week in advance on July 30th.
The ruling Muslim League party of Prime Minister Nawaz Sharif, which swept the May 11th parliamentary elections and now enjoys a clear majority in the lower house of parliament, had asked the court to change the voting date because August 6th was too close to the Muslim festival of Eid al-Fitr, which marks the end of the fasting month of Ramadan. This in turn, would have led to a majority of parliamentarians who elect the president not attending the session.

The question is not whether the court is pro PML-N, but whether its perception of its own role and jurisdiction is leaving any room for it to function as a neutral arbiter of the law.

THE Election Commission of Pakistan should not have abdicated responsibility.

It should have definitively fixed a date for the presidential election, passed a reasoned order in response to the PML-N’s application seeking a date change on religious grounds and defended its position in court.
But notwithstanding the ECP’s failings, what the Supreme Court did was inexplicable. As the repository of infallible wisdom it instantly passed an order without even bothering to hear other interested parties. The manner in which the Supreme Court assumed jurisdiction and summarily exercised it highlights the apex court’s mindset under Chief Justice Iftikhar Chaudhry..

I knew they were rigged when I saw PTI winning in KpK!!!

Wrong answer. Proof of rigging are not when someone wins, but it is things like :
Broken ballot boxes,
Thrown ballot papers,
Stamping ballots outside the polling station(MQM members were caught)
And
Latest proof is in NA-258 almost 23,000 votes were declared fake. The report is sent to ECP.

Still not convinced? then you are a mean person, who closes his eyes when the result is in his favor.

Pakistan elections: Statistics confirm rigging reports in Karachi
At station 151 of Model Colony and stations 63 of Shah Faisal Colony (NA-256), 3,233 and 2,495 votes were polled against a total of 2,114 and 2,405 registered voters. At least four other polling stations (PS-37, 38, 39 and 40) in Landhi area falling under NA-255, also appeared to have been affected by irregularities, with the number of votes polled falling between 93 to 98 per cent of registered voters. In total, data provided by FAFEN shows at least 32 polling stations with over 80 per cent votes polled, which it says are abnormally high numbers.

57,642 bogus votes cast in NA-256 Karachi: NADRA

KARACHI:A report regarding thumb print verification of votes cast at NA-256 constituency in Karachi released by the National Database Registration Authority (NADRA) revealed that 57,642 bogus votes cast during the May 11 elections, Express News reported on Monday.

Out of the 84,448 votes cast only 6,805 were verified.

The most effective campaign is being run by the Taliban,” said Asad Munir, a retired army brigadier with the army’s Directorate for Inter-Services Intelligence.

Undoubtedly the most heinous and atrocious of all possible events in the run-up to the elections has been the reign of terror launched by the Tehrek-e-Taliban Pakistan (TTP) against secular political parties. TTP spokesman Ehsanullah Ehsan announced the group's intention to target candidates and party workers affiliated with the ruling coalition's Awami National Party (ANP), Pakistan People's Party (PPP), and Muttahida Quami Movement (MQM). Bomb blasts on a daily basis have targeted party workers, affiliates, and leaders of all three parties. “The most effective campaign is being run by the Taliban,” said Asad Munir, a retired army brigadier with the army’s Directorate for Inter-Services Intelligence. “They are holding the state of Pakistan hostage.” It is to the credit of these targeted political parties that they have reaffirmed their dedication to democracy by stating that despite the turmoil elections must happen at all costs.

The two favorites to win the elections are the PTI, led by Imran Khan, and the PML-N, led by Nawaz Sharif. Both leaders have remained fairly muted with regard to condemning the TTP attacks in fear of incurring the TTP’s wrath on their own political outfits.
With the TTP cracking down hard and the interim government falling drastically short of providing adequate security, the quicker Pakistan makes its first-ever momentous democratic transition, the better it will be for the Pakistani people.

It’s deplorable that despite all the praise the Election Commission of Pakistan has received, it still allowed 55 known and charged terrorists from contesting the elections. These individuals have all, at some stage or another, been linked to sectarian violence in the country. They have affiliations with numerous outlawed and highly questionable parties, including the Sipah-e-Sahaba Pakistan (SSP), now renamed Ahle Sunnat Wal Jamaat (ASWJ); Jamiat Ulema-e-Islam (Fazl); Jamiat Ahle Hadith (JAH); Harkatul Mujahideen (HuM); Majlis-e-Wahdat-e-Muslimeen (MWM); and the Sipah-e-Mohammad Pakistan (SMP). Whatever democratic precedent the ECP wishes to uphold by allowing such individuals to contest (on the grounds of "freedom of participation" etc.), there is no valid reason that can justify the inclusion of such violent and extremist elements is the election race.
