how is it possible they have spent 19 percent if more than 90 % is spent on teacher salaries. It means teacher didn't get salaries last year.

Moreover education budget last year was 66 billions not 24

I think it was because there were so many bad things in the education system(thanks to previous governments), such as teachers absence, teachers taking salaries at home, Ghost schools etc which would consume major part of the budget in previous years. So PTI ensured that they stop such budget from issuing.

at least they spend not eat even if 10%percent spent it will give result. Punjab situation! my uncle is a head master in primary school in a village they receive a grant by cheque worth Rs.80,000/- for furniture and maintenance. AEO of the area called the meting around 200 school's Head masters and told them 40,000/- money they want as their part but some teacher including my uncle refuses. but what happen Educational officer start visiting school daily exactly 7.30 if any teacher late they make absent and insulting them. they complain DEO the behaviour of AEO but they got shocked because DEO also want their Part. around 75 primary school returned full amount without spending.

the progress in education in kpk is highest compared to all other provinces

Luckily, the major cities of Pakistan have a higher literacy rate and private schools for the richer people; but KPK has to invest in grass root level in villages as well in KPK

mera KPK education minister ka difa karnay ka koi irada naheen. record ki baat hai, PTI lovers ko jawab dena chahiyay. albattah Punjab main budget ka kaafi hissa istemaal ho janay ki ek badi wajah Danish schools k bhari akhrajaat hain.mujhay yaqeen hai keh puranay schools ki murammat aur naye schools ki tameer se kai guna zyada funds Danish school kha gaye hon gey. Danish schools ki ahmiyyat se koi inkar nai kar sakta, mera matlab sirf itna hai keh yeh budget ko khapanay ka ek bada sabab bhi hain.
