Monetised exits: Golden handshake in the works for govt school teachers

PESHAWAR: The Khyber-Pakhtunkhwa (K-P) government is planning to remove at least 50% of public school teachers over poor performance, but not before giving them a golden handshake.



Additional Secretary for Education Qaiser Alam told The Express Tribune the golden handshake is among the options under consideration to improve the standard of education in government-run schools.
“Under this policy, teachers will be able to retire in an honourable manner,” he added.

According to official data, the provincial government has spent Rs93 billion on the education department which has 125,000 teachers on its payroll. However, this has not brought the performance of government schools at par with private schools.


As a result, the current government is chalking out a strategy to separate the grain from the chaff and only induct qualified and dedicated personnel as teachers at state-run institutes.


Through the NTS

Under the new plan, all teachers currently employed by the department will be expected to take the National Testing Services (NTS) exam which will be arranged at a district level. This will serve as a litmus test whereby the government can select the right people for the right posts.


According to insiders, teachers will be expected to score at least 50% in the test. If they do not make the cut, they will be given a chance to seek retirement under the golden handshake policy, as per still unconfirmed plans.


Alam said a series of discussions and consultations regarding the plans in the education department are under way. However, the final decision will be taken by the K-P cabinet once the approval of PTI Chairman Imran Khan has been sought.


Farewell to arms

Political parties have voiced reservations over arming school teachers; a decision the provincial government first announced and later took a U-turn on.


Earlier, on Wednesday, Minister for Elementary and Secondary Education Muhammad Atif Khan denied that the government had allowed teachers to carry weapons. However, twice in January Minister for Information Mushtaq Ghani had been quoted as saying teachers would be allowed to carry licenced permits to school, where parent-teacher councils would monitor their use.


Even after the rebuttal, members of various political parties are shocked to find this was proposed as a strategy to enhance security at schools. They are of the view that weaponising schools will strengthen the existing gun culture in the province. According to political leaders, it is time to bid farewell to arms and keep children away from them.


“I don’t know how a child will be able to get education with an AK-47 in his teacher’s hands,” Awami National Party (ANP) Senator Baz Muhammad Khan said.


Baz Muhammad urged the K-P government to devise a strategy to overcome militancy rather than encourage every citizen to carry arms. “This will negatively impact the minds of young schoolchildren,” he said. “I want children to hold pens rather than brandish guns.”


Former K-P chief minister and Jamiat Ulema Islam (JUI-F) MPA Akram Khan Durrani pressed the government to consult all political parties before taking any further steps.

“People with nefarious minds could obtain arms licences and wreak havoc,” he said. “The government, and not its citizens, is responsible for protecting the public.”

Meanwhile, Qaumi Watan Party’s (QWP) Anisa Zeb Tahirkhili urged the government to focus on security of schools and issue licences to security guards. “Giving teachers guns will undermine the fact that a pen is mightier than a sword,” Tahirkhili said.


Setting the record straight


When asked, former minister of health Shaukat Yousafzai said the decision was being portrayed in a negative light. The provincial government has not allowed teachers to carry guns. However, he added that teachers will be issued licences if they approach the government.

good work... and the arms issue, y we call it U turn? all political parties work based on consensus, if something is wrong, they change their decision, its a good thing that they listen to critiques.. y call it a U turn n try to make it an ego issue...

They are ignoring the fact that certain actions triggers healthy debates, though, steps of KP to tighten up security does not only include GUNS but CCTV, boundary walls, monitored entry gates, direct-police alarms and constant patrolling.

I am happy that at-least KP is rolling their heads, not just waiting for miracles.

In my opinion what media is trying is PMLN policy to prove PTI same as other political parties.

They know if in 2013 elections with so much popularity and campaign they can do rigging then they can easily win next election with weaker PTI. with the help of media.

This is why I support Haroon-ur-rashid demand of new membership and internal party elections which will not only prepare PTI for local bodies but also strengthen PTI to lowest level. I also agree the KHAN and PTI were the most popular in 2013 elections but Pmln won due to PTI lack of ability to conduct elections.

PTI's spread to street level will only make PTI will next elections and I don't see these status quo parties will opt for elections reforms because elections corruption is breath and life of this status quo.

If KP govt. decides to let go off teachers who do not score in NTS then KP govt. should train the teachers in different fields as the unemployment is already high in KP and Pakistan.

Excellent decision by pti. If PTI is able too absorb the pressure and lay off 50% teachers after giving them due chance through NTS testing, this will be the biggest revolution in Pakistan. I fully support pti in this regard. My next vote will be for pti

Not 50% , i think more than 90% teachers in Govt. sector are getting salaries for noting.
Education sector is the most department in Pakistan .More corrupt than PIA, WAPDA and Police

بھائی میں ایک معمولی ٹیچر ہوں اور مجھے ساری زندگی کبھی بھی سکلحے کا شوق نہیں رہا اور نہ میرے پاس کوئی اسلحہ ہے۔ آرمی پبلک کے واقعے کے بعد میری سوچ بدل گئی اور میں چاہتا ہوں کہ ایک پستول کا لائسنس بنوا لوں۔اللہ نہ کرے اگر ایسا واقعہ میرے ادارے میں ہوتا ہے تو کچھ مزاحمت کو کر سکوں۔

اس وقت بات مورلٹی کی نہیں۔ضرورت کی ہے۔ اور پھر یہ ضروری تو نہیں کہ ایک استاد اسلحے کی نمائش کرے۔ آپ یہ بھی تو دیکھیں کہ ایک جمہوری حکومت میں فوجی عدالتوں کی گنجائش نہیں ہوتی لیکن مجبوری میں فوجی عدالتیں قائم کی جا رہی ہیں۔اکثر سکولوں نے پرائیویٹ گارڈ متعین کیے ہیں لیکن ان کے پاس جو اسلحہ ہوتا ہے وہ انتہائی پرانا اور غیر موثر ہوتا ہے۔

بہر حال ہر انسان کا اپنا نکتۂ نظر ہوتا ہے۔اور ہر ایک کے نکتۂ نظر کا احترام کرنا چاہیے۔

Bro! U might be right in your thinking but providing security is the job of the govt not the indivisuals. If they take taxes from the public then they have to do it otherwise they shouldn't take taxes and let people do their security.

Pakhtoon society is already over saturated with Weapons and Arms and the govt encourages the public more to increase the number of weapons. It not a good idea at all.

I live in FATA and for ages we had no weapons but then we had big fight with our cousins after that we bought just one Klachinkove for home only not for show off or carrying out side. One day my brother was cleaning it and it misfired which harldly miss a boy (a sort of nephew). So it is dangerous at any level and must be discouraged.

There might be attack on an hospital, the govt might announce that doctors should keep weapons with themselves and it ll go on.

Your anxiety has valid point, but do you think it would be good idea for you to work as a teacher and carry firearms with you? Security measures need to be adopted on collectively and structural base not by individually when they working with children. It is not safe for children to stay around with someone who has gun with him/her.
Your employers should have strict security measures to make children and staff safe. It is their legal and crucial responsibility.
