Building one should not be a problem, but the cost of maintenance is probably the reason for countries not to do so, specially when you have no intention to be a world power, or have a declared enemy for whom you would want to keep one floating speeding billions of dollar on it's maintenance each year.

So such decisions are purely based on what you need and what not and not on whether you can build it or not.
