NEW DELHI: India's future purchase of Rafale fighter jets will only come through direct talks with the French government, the defence minister has said, effectively killing talks on one of the world's largest aviation deals.


Indian Prime Minister Narendra Modi announced last week that New Delhi had ordered 36 Rafale fighter jets from France in a multi-billion-dollar agreement that has been years in the making.


But Defence Minister Manohar Parrikar said late on Monday that any future deals will be negotiated directly between the two governments, rather than between the manufacturer and Indian bureaucrats.


All deal(s) will be in G2G only, Parrikar told reporters in New Delhi, according to the Press Trust of India news agency.


The reason we have taken 36 directly is to ensure that they are inducted into the air force at the earliest, he also told the IBN 7 network.

The minister said the original negotiations to buy 126 Rafale jets from French manufacturer Dassault Aviation that have been dragging since 2012 had gone into a vortex or a loop, with no solution in sight.


The process is stalled. It has hit a wall and is not getting [any] result, he told IBN 7.


But he stopped short of saying the government had scrapped talks altogether on the deal, which was originally estimated at $12 billion and had now reportedly ballooned to $20 billion.


Instead of going through the Request for Proposal (RFP) route where there was (a) lot of confusion and chaos, it was decided that we will go through the G2G route, he said.


It should have never gone through an RFP. [The] earlier government should have taken the decision to work on a government to government deal, he said.


Tortuous negotiations
Dassault won the right in January 2012 to enter exclusive negotiations with India to supply 126 Rafale fighters under the previous Congress-led government. But the deal has been bogged down in torturous negotiations over cost and guarantee over assembly of the planes in India.


The original deal was for Dassault to supply 18 of the twin-engine fighters, while the remaining 108 would be made by state-run Hindustan Aeronautics Ltd under technology transfer agreements with India.


Defence analyst Rahul Bedi said current talks between Dassault and India to supply the rest of the Rafales were now dead, but he did not rule out future deals.


Bedi said it makes no logistic, economic or common sense for India to just purchase 36 Rafales when the airforce desperately needed many more jets to replace its ageing fleet.


The [current] negotiations hit such a roadblock that the only option was to walk away from the deal, Bedi, from IHS Jane's Defence Weekly, told AFP.


Modi announced the 36 jets had been ordered after talks with French President Francois Hollande on a visit to France, the first leg of his maiden trip to Europe.


India has launched a vast defence modernisation programme worth some $100 billion, in part to keep up with rival neighbours Pakistan and China.


Sameer Patil, defence analyst at Gateway House think tank based in Mumbai, said government to government talks were less cumbersome than commercial bidding.

So Indian failed to secure purchase of 36 Jets and the heading says they don't have a legit airforce anymore...WTH. Indian airforce still has better some aircraft that are better than what we have (Su-30 etc) & rest would be on par with ours.

1) That's called less quality more rubbish in the air!
2) Technology is so cheap, let electronic Air to air missiles finish the job! 3) Does India would like to try Pakistan Air force now now?

India needs alternative for failure for transport military aircraft

India will need to explore fresh options directorship purchase to shore up its airport transport fleet of the Ukraine conflict that has stalled the upgrade of its entire an - 32 aircraft.

The last 5 of aN - 32 aircraft being upgraded have become untraceable.
They have been missing or unaccounted for which means they can land with R.a.w. or rogue agencies to plant more terrorist activities else where.

And local upgrade of the remaining 64 an- 30 aircraft halted as Ukraine engineers departed and supplies of spares stopped.

The Indian Air Force is looking to purchase latest aircraft as an option of fresh purchases which no one is willing to work with the Air Force as Wing Commander Bhing Sing said.

The IAF in 2009 was willing to spend US dollar $400 million as the fleet of purchasing a hundred of an- 32 transport aircraft.
But only mere 35 were actually produced with deliveries to IAF with 5 remaining undisclosed due to Ukraine conflict.

A diplomat from the Ukraine embassy said Antonov must resolve this issue with the Indian airforce and the government cannot help Antonov as officials were unavailable for the comment after 5 aircraft went unaccounted for or have been gone missing or unaccountable to unknown sources other than the Indian Air Force.

The an-32 life expectancy has been increased by 40 years by upgrades.
The An-32 also includes spares from Honeywell and some Russian supplies.

AVRO replacement, the status of replacing the air forces 56 transport is unclear as only Airbus defense & space of Spain which proposed to C-295 in a tie up with India's Tata advanced system has a bid $3.5 billion tender which closed late last year.

Ukraine ministry decline to extend its extension since there was only one bidder.

The idea behind the joint Russian India joint proposal was to develop a medium lift transport plane capable of carrying at troops together with infantry fighting vehicle or light tanks and artillery guns and ammunition.
Russias and Hindustan Aeronautics have established a company the multi-role transport aircraft as Russian joint venture for the medium transport aircraft program but a final production agreement is not emerging because of issues relating production work share and the Ukraine conflict.

NEW DELHI: France's defence minister and his Indian counterpart pledged Wednesday to quickly wrap up negotiations over the purchase of 36 Rafale fighter jets, agreeing to set up teams to nail down the deal.

The meeting between Jean-Yves Le Drian and Manohar Parrikar came some four weeks after the announcement of an outline purchase agreement which fell a long way short of previous proposals for India to buy 126 of the jets made by French firm Dassault.

“The two defence ministers discussed modalities in order to reach an early conclusion of an Inter-Governmental Agreement on the subject,” according to a joint statement issued after the talks in New Delhi.

“The two sides decided to set up teams to work out the details in a time-bound manner."

During a visit to France last month, India's Prime Minister Narendra Modi announced that New Delhi had ordered 36 of the “ready to fly” planes.

The deal — estimated to be worth five billion euros ($5.5 billion) — followed tortuous years-long negotiations on buying the jets.

Talks began in 2012 about the possible purchase of 126 of the planes as part of a $12-billion deal. But they became bogged down over cost and New Delhi's insistence that 108 of the planes be manufactured in India.

After news of the deal for 36 planes was announced, Parrikar played down expectations of a larger deal. India has in recent years launched a vast defence modernisation programme worth some $100 billion, partly to keep up with rival neighbours Pakistan and China.

But contracts for new military hardware have been bogged down in India's bureaucracy, while some were mired in corruption scandals under the previous Congress-led government.
