FBR Wants Non-Filers to be Refused New Electricity and Gas Connections

The Federal Board of Revenue (FBR) has requested the Ministry of Power to refuse utility connections to income tax non-filers.

FBR Chairman Shabbar Zaidi in a letter to power minister has sought its help for the implementation of Section 181AA of Income Tax Ordinance, 2001, which stipulates that any application for commercial or industrial connection of electricity or gas shall not be processed and provided unless the person is an income tax return filer.

Zaidi further added that FBR has extended the date of filing the return for TY18 to August 2.

The chairman has requested power ministry to issue instructions to power distribution companies apprising them that it is mandatory to be on ‘Active Taxpayers List’ for every commercial and industrial electricity or gas consumer.

The number of income tax filers has already crossed the two million-mark.

How on earth can someone apply for a commercial utility connection without first being registered with FBR as a filer? This is a JOKE!! A personal is claiming to be running a business in front of Wapda but not actually filing a tax return? Seriously this country is doomed.

Well this was all allowed . Rules were simply not implemented. I think there is still a loophole in there. Most of the people will use their mothers, grandmothers who have no income to register their connections or some other concocted plan. Govt needs to show strong will to implement it. Once its implemented it will be easy to maintain .

For indirect taxation govt will have to perform first, the only solution is direct taxation. Govt should immediately introduce business rates just like a bill of say Rs. 5000 per month for any retail shop. Add that to the electricity bill. This will add a couple of billion dollars in government's pocket straight away. If a business owner is filers then the rates are waved off.

make life more difficult for people... keep it up Govt.
you want to do it. do it. it will give you nothing but illegal means and their rates will be little high

If a Darzi or a Nai or Naanbai apply for a connection , it means he will be refused the connection = he won't be able to start his business , no connection means he cannot start his business then why the hell he would file his returns without any revenue or income ?

Kasy Jahil log bari bari posts pe bethy hain Naye Pakistan mein ? Best is to check the bills if anyone using more electricity or gas then inquire about him and implement tax on him or force him to file returns

PTI ky PTIvari asy bataen kerty hain jasy Pakistan mein koi Tax nahi deta . Pakistan mein har koi tax deta hai Ghareeb se Ghareeb tak . Jo cheez bhi market se khareedi jati hai uspe already tax hota hai jo har kisi ko dena perta hai

Agar Jahazon mein urny wala Imran Khan sirf 1 lakh tax deta hai tu ghareebo pe atraz kun wo bechary tu mushkil sy suzuki ya public transport use kerty hain

You missed the point or you are being complacent. my point is this when you start a business or self-employment, the first thing you do is register with FBR as a business/self-employed. Only then you should be allowed to apply for a commercial utility connection. How is it possible that you are telling the Utility company that you are self-employed but not telling the same to FBR (Non-Filer means they do not have an NTN number and are not registered as a business with FBR which is the first thing they need to do). In the UK when you start your business, the first thing people do is tell HMRC and get a UTR number or register a company with Companies House (SECP in Pakistan).

Perviously the govt depts used to work in isolation so this was easily possible.
