The RO may, either on his own motion or upon any objection, conduct such summary enquiry as he may think fit and reject a nomination paper if he is satisfied that the candidate is not qualified to be elected as a lawmaker; the proposer or the seconder is not qualified to subscribe to the nomination paper; any legal provision has not been complied with or the declaration or statement submitted by the candidate is false or incorrect in any material particular; or the signature of the proposer or seconder is not genuine.

Moreover, the video is not of submission of nomination papers but scrutiny of candidates and RO has full right to ask ANY questions he like to scrutinize the candidates.

For those who are asking that a candidate for provincial assembly can't be asked about foreign affairs:

1. Just like 18th amendment, a new amendment may come in future in which provinces will have role in foreign affairs. In that case, the provincial assembly members should know about foreihn affairs.

2. In any major foreign policy decision to be made by federal government, the provinces may be asked to vote.

3. The provincial assemblies frequently passes resolutions regarding Kashmir, drone attacks, USA etc. If they are too dumb & goof that they don't know anything about foreign affairs, then why do they pass these foreign-affairs related resolutions?

You are right. One should not ask such questions of National importance from a mediocre daughter of an indian agent, traitor of Pakistan.
