I think the following factors could be reasons:
1- Multiple challenges of legal, political and economical nature are already on the fore front.
2- International challenges are confounding factors
3- FATF needs to be sailed through to settle the dust storm causing visionary obstructions for the people in general.
4 - Engaging the legal system head-on at a time when there are many cases pending could be delayed and just create too many more problems as there is not enough pool of good morally decent layers to make up for the losses.
5- Supreme Judicial council is also an obstruction.
6 - NAB, FIA, etc. are lacking a moral, legal ethical status to pursue such a course against politically connected groups.
7- Such acts will help to expose the intentions and incompetencies of the judicial system, which will generate enough public support to root out such entrenched poor, illegal practices.
8- Once the economy is strong enough and provides the liberty of time to spend on other areas.
9 Beurocratic caders also need to re-orient their moral compass which will take time as the system for choosing good officers will take some time to come to fruition.

کیونکہ جتنے بھی کرپٹ اور حرامی اگر جماعت جوائین بھی کر لیتے ہیں یا جمیعت میں شامل ہو جاتے ہیں اگر ایماندار ہوں تو ساری عمر جماعت میں ہی گزار دیتے ہیں لیکن اگر حرامی ہوں تو مشاہد اللہ بھونکے ،بجو احسن اقبال نطفہ حرام ، نیفے کنجر ، اور دوسرے بہت سارے حرامیوں کئ طرح جو کرپٹ پارٹیوں میں شامل ہو گئے جماعت کو چھوڑ کر یعنی جو جو کرپٹ اور حرامی تھے وہ چھوڑ گئے
