Desperation of PCB and County performance of Pakistani players.

Pakistan cricket board had now issued new strategy for future that they wanted a t20 specialist team and chief selector is working on that. I can not find anything positive in this statement.
On the other hand, PCB rejected players are booming english county league. Razzaq, wahab, azhar mehmood and Rana naveed etc.... But PCB turns a deaf ear towards them.
I am unable to figure it out whether PCB has failed in producing a standard ODI and test team or what?
Plus what should be done for the team in order to produce results so that PCB's mouth is shut for some time?

I want Aijaz Butt should be removed as chairman of PCB. Adhoc ism should be finished very very urgently. Till that time any action of PCB cannot be treated as good even if they do something better.
