Such people usually work under the patronage of big Political Figures like Zardari, Shahbaz Sharif etc. Hence despite having the FIRs against them, they are never caught by the corrupt police since they enjoy immunity! Welcome to the Banana Republic of Pakistan where Mafia operates in the veins of the society and we are left on their mercy!
Agencies do know them and do highlight them but ultimately its police which needs to arrest them. And they never arrest them on the orders of their political masters. But if the matter is of national security/Law & Order then military agencies just abduct them. And they then become so-called missing persons. Almost all the missing persons are also politically supported chaos creators. And political parties don't like that they can't exercise control on the Army just as they can on the police!
