Pakistan's top cricketers will miss a second straight Indian Premier League campaign after delays in securing visas for the lucrative Twenty20 tournament.

The deadline for completing paperwork for the six-week tournament from 12 March was Monday, with the transfer window opening on Wednesday.

IPL chief Lalit Modi said: "Pakistan's players are out and will not be allowed to take part in the next IPL.

"We are informing the teams that they can now replace Pakistan players."

A number of Pakistani cricketers took part in the IPL's inaugural season in 2008 but were denied permission by the Islamabad government to play in the second edition earlier this year because of growing political tensions with India.

The 2009 tournament was shifted to South Africa when the Indian government said it could not guarantee adequate security because the event clashed with general elections but it returns to the big stadiums across India next spring.

Five Pakistan cricketers - Umar Gul, Sohail Tanvir, Abdul Razzaq, Misbah-ul Haq and Kamran Akmal - have existing contracts with IPL franchises.

But several others, including star all-rounder Shahid Afridi, spinner Saeed Ajmal and new pace sensation Mohammad Aamer, were expected to be hot property for the various franchises after starring in Pakistan's national side when they won the World Twenty20 tournament in England in June.

Meanwhile, it has been announced that Sean Morris, the former Hampshire professional and subsequently chief executive of the Professional Cricketers' Association, is the new chief executive of Rajasthan Royals, the 2008 IPL winners who are skippered by Shane Warne.
