It's market based exchange rate policy which has devalued PKR. The policy of artificially keeping dollar undervalued against rupee is unsustainable and unwise decision, so how is government supposed to keep rupee appreciated as you suggest? For good part of their tenure pmln kept dollar around 105 but in last 5 months of their tenure, they couldn't despite their so much desire to, because it was no longer possible.
Over the decades corrupt rulers and establishment have corrupted the society as a whole, that's their worst crime, more so than the billions they have laundered abroad. Same is the case with our business man. They want to make huge money in local market through tax evasion, cartelization and manipulation. They cannot compete with the world in exports with current mindset where they want to maximise profits but don't want to spend on research and development, quality control, modern machinery and equipment, quality raw material to make a high quality finsished product at competitive rates. Others lack exposure and are too lethargic to take risks and search for overseas markets/buyers. Jo thoray say hain bhi for them regional input costs specially energy costs are so high that they cannot compete.
Since a long time Pakistan is in a debt trap and ain't coming out of it soon. Bangladesh fdi is amongst the lowest in Asia, their workers remittance of $24.78 bn in Fy21 was lower to Pakistan remittance of $29.4 bn in corresponding year. Pakistans CDA of $2.97bn and $1.85bn in Fy 2020 and Fy 2021 respectively was also comparatively better to that of bangalesh CDA of $4.72bn and $3.81 bn in fy20 and fy21 respectively. Where they have an edge and are much more stable economy to ours is their external/foreign debt is $49.46 billion and their foreign exchange reserves are around $48 bn. Our external debt is $122 bn with reserves of $27 bn ($20 bn state Banks reserves), hence the stability in their dollar rate over the years. Since 2000, more so since 2004 regional countries have increased their exports many a folds whereas we have been left far behind.
