As per my understanding we were, we are and we will at the cost of innocent lives.

You are right but not on the cost of innocent life rather saving a lot of innocent Pakistani lives who were killed by RAW with the help of NDS supported by Israel and Americans in Afghanistan.
We share the longest border, we have more 3 million refugees . We lost more lives than any other nation and the lost of economy also .
The prime responsibility of any intelligence agencies to protect their people for that if they have to interfere in other countries , doesn’t matter.
