All this come at a huge social disparity cost and unjust distribution of budget. Civilians drink from water puddles and live in rationing of water whereas the military housing complexes are lush green and drink Ozone treated filtrated water (inbuilt). Diverge the military fund towards civilians and they will be as educated as the Military.
For a start : Find out how many Army/Naval/PAF officers are sent abroad for doing courses on national money. Start sending civilians in the same ratio and then we can have a discussion.
