It states clearly that both Jinnah and Liaquat were happy with a separate country East Bengal in line with wishes of Bengali leaders such as Suhrawardy. Creation of East Pakistan was an accident, that led to overstretching of financial resources, increase in defense spending, center intruding into provinces for more funds. This led to problems that we still haven't been able to recover from.
