There is a similarity and a difference in US's and Pakistan's case.

Similarity: Both Pakistan and US have to payback their respective loans in US dollars
Difference: Pakistan has to payback in foreign currency, US has to payback in local currency.

So, Pakistan can't print dollars to payback.. and foreigners don't accept Pakistani rupees for loan servicing..
