1. From 1980s, PMLN has been in power either in province or center or both except from 1999 to 2007. Last stint was of 5 years and not 4 years (waisay bhi Abbasi ka wazir-e-azam tu nawaz hi tha na). And after governance of straight 10 years in Punjab from 2008 - 2018, and you know what were the last words of shahbaz before the elections compaign was to over at 12am on 23rd July 2018, main patwari aur police kay nazam say bagawat kerta hoon..

During 1980s and 1990s and 2005 onwards nawaz was always busing conspiring with army and other political parties to gain power but he was least bothered about interest of Pakistan, if consensus could have been reached on so called charter of democracy, coalition government, PDM etc etc why not on Kalabagh dam? PMLN wasting billions of rupees of senseless infrastructure projects like metros, instead they could have pumped same money on building a dam. What was the main priority, cheaper electricity or subsidized metros.
3. Point is simple, CPEC is part of China's Belt and Road (2013) Initiative and anyone who would have been in government in 2014, would have welcomed it. It would have happened even if PMLN was not in power, but they could have better negotiate and planned. Have already given you many examples before and can give more.

After 18th amendment provinces were independent to produce their own electricity. 18th amendment happened in 2010, and your leader showbaz sharif was busy doing showbazi at minar -e pakistan instead of generating power, if he had done so, you would not have been scratching your butt in the dark when he was doing showbazi of meri naam badal dena.

I guess you meant sahiwal coal power plant because Rahim Yar Khan was a proposed coal power plant which have been shelved now.

Sahiwal power plant is being run on imported coal, and proposed Rahim yar Khan was also to be run on imported coal. I guess, that speaks for itself.
