Let's think for a minute. If the inflation is not really a big deal for the common people, and it is an easy thing to fix, then let's fix it instead of making and perceiving excuses. In reality, the inflation matters on people's life and it is Government's responsibility to make sure the commodities are readly available for people to purchase on reasonable prices. Convincing someone to quitting sugar in a bigger picture will be called nation building. Which can be done. It will take time because you have to change the behavior of at least one whole generation if not two and there is On/Off switch that will do that. It's a process of evolution.
Of course it's public's right to acquire what they need but then there is a duty too. If you will keep electing corrupt people and make your decision on based of manipulation of sugar prices that outcome will not be great.
That being said a lot is changed now. Dollar is free floating which was very hard time in last 3 years and specially after pandemic. Foreign reserves are on top. Exports are on top. This is macro picture it will take some time to trickle down.
Finally I will agree with you that this gov has failed somewhat at administrative level but again it's a robust system still they implemented some reforms now which are making bureaucracy more accountable. Even Police is better at least 60% is not protecting top corrupt gang. There is no protocol like BS which was always insulting for public.
now Islamabad Police is going to implement live monitoring of all Police stations.
Foreign Policy is best so far in 50 years. This GOvernment over all is 1000 times better than any government in 74 years.

Is sugar the only issue that needs to be resolved ? If you go down that route of "building nation" you may have a bigger list of items you like everyone to quit since they can't be provided not can be controlled. These are everyday items and they need to be brought down not quit from daily life. Some of the items may have a valid reason to be less consumed because they are detrimental to one's health and that choice remain with those who purchase them. They need to be more aware and health conscious.
As far as the other stuff, it's all baloneies. Nothing got better at all. There is more corruption now than it was three years ago. People are openly setting rates for certain work within offices and setting distribution prices of bribe .It's becoming quite standardized and organized now.
There is no new health facilities being build ,not even in PKP. Medicine prices are out of reach of the needy people. More fees are added in almost every government hospital for services and Some of them got raised quite drastic.
Police as brutal as before,more corrupt as before and lot lazier than before. Just look at what happened in recent events where the people couldn't even get the FIR register without paying bribes . Citizen portal is full with complains and even the PM restored to intervene in one of the reported cases where it took themselves to start.
As you mentioned administration is next to nothing. All ministers are involved projecting themselves in to national TV and trying to make IK happy. Their own ministries are sucking. Look at railway, one minister goes away and other take place and start to make loud noises for few months and then disappear forever. It was a six month time to fix the railway as per Swati . It has been more than that and nothing got fixed. PIA got locked out from international routes because of the stupidity of the civil aviation minister loud mouth. There is so much loss occurred because of his press conference and PM just look at him and didn't do anything. Pakistani pilots and people of airlines were known to be the best in the field worldwide, this buffon of a minister not only screwed PIA,he destroyed the carrier of many other Pakistani pilots who were serving in foreign airlines. That is the epic of stupidity reaches top. But then again, no one cares,no one was disciplined,no one was fired.
