لکسمبرگ نے بس اور ٹرین کا سفر مفت کر دیا

یورپی ملک لکسمبرگ نے اپنے شہریوں کو نئے سال کا تحفہ دینے کا انتظام کر لیا ہے۔ جلد ہی یہ ملک دنیا کا ایسا پہلا ملک بن جائے گا، جہاں ٹرینوں اور بسوں کا سفر مکمل طور ہر مفت ہو گا۔

یورپ کا چھوٹا سا ملک لکسمبرگ ٹریفک کے حوالے سے دنیا کے لیے ایک مثال قائم کرنا چاہتا ہے۔ یکم جنوری سے اس ملک کے چند حصوں میں بس اور ٹرین کا سفر مکمل طور پر فری کر دیا جائے گا لیکن نئے سال کے آغاز کے اکسٹھ دنوں کے اندر اندر ملک بھر میں بسوں اور ٹرینوں کا سفر مفت میں ہو گا۔ یہ یورپی ملک یکم مارچ 2020ء تک دنیا کا ایسا پہلا ملک بن جائے گا، جہاں سفر کی سہولیات بالکل مفت فراہم کی جائیں گی۔

حکومت کی طرف سے جاری ہونے والے ایک بیان کے مطابق ٹرین میں صرف فرسٹ کلاس کے مسافروں کو ٹکٹیں خریدنا ہوں گی۔ اسی طرح ٹکٹوں کر فروخت کرنے والے تمام مشینیں بند کر دی جائیں گی اور ٹکٹیں چیک کرنے والے عملے کو نئے فرائض سونپے جائیں گے۔ لکسمبرگ کے لبرل وزیراعظم کا کہنا تھا کہ اس اقدام سے نہ صرف لکسمبرگ کی عالمی شہرت میں اضافہ ہو گا بلکہ سیاح بھی اس ملک کا رخ کریں گے۔


لکسمبرگ کی آبادی تقریبا چھ لاکھ نفوس پر مشتمل ہے لیکن یہ ملک دنیا بھر میں ٹریفک کے حوالے سے ایک مثال قائم کرنا چاہتا ہے۔ بجلی سے چلنے والی ٹرینوں کا ایک مقصد شہروں کی آب و ہوا کو بہتر بنانا بھی ہے۔ مفت سفر کی وجہ سے توقع کی جا رہی ہے کہ لوگ بڑی تعداد میں پٹرول اور ڈیزل سے چلنے والی گاڑیوں کو چھوڑ کر بسوں اور ٹرینوں پر سفر کریں گے۔

لکسمبرگ فرانس، جرمنی اور بیلجیم جیسے بڑے یورپی ممالک کے بالکل قریب ہے اور یہی وجہ ہے کہ گزشتہ بیس برسوں میں اس کی آبادی میں ایک تہائی اضافہ ہوا ہے۔ یہ ایک بڑا معاشی مرکز بھی بن چکا ہے اور اس کے ہمسایہ ممالک سے روزانہ کی بنیاد پر تقریبا دو لاکھ افراد اس ملک میں کام کرنے آتے ہیں۔ یہی وجہ ہے کہ ہر شام اس ملک کی سڑکوں پر شدید رش ہو جاتا ہے۔ اس چھوٹے سے ملک میں رہائیشیں اور مکانوں کے کرایے زیادہ ہیں اور اسی وجہ سے لوگ قریبی ممالک میں رہنے کو ترجیح دیتے ہیں۔

لکسمبرگ کی وزارت نقل و حمل کا کہنا ہے کہ بس اور ٹرین میں سفر مفت ہونے کی وجہ سے تمام گاڑیوں والے تو ٹرینوں اور بسوں پر سفر شروع نہیں کریں گے لیکن اس کے باوجود یہ ان کی حکمت عملی کا ایک حصہ ہے کہ لوگوں کو گاڑیاں چھوڑنے پر مجبور کیا جائے اور مفت سفر کی سہولت فراہم کی جائے۔

علاوہ ازیں لکسمبرگ میں سن دو ہزار پچیس تک کاروں اور سائیکلوں کے لیے پارکنگ کے مقامات بھی دوگنے کر دیے جائیں گی۔ لکسمبرگ میں روزانہ دو لاکھ پچاس ہزار خالی سیٹوں کے ساتھ گاڑیاں چلائی جاتی ہیں۔ بہت سے ملازمین ایک کار میں تنہا سفر کرتے ہیں اور حکومت ایسے اکسٹھ فیصد تنہا سفر کرنے والے افراد کی تعداد سن دو ہزار پچیس تک کم کر کے چھیالیس فیصد تک لانا چاہتی ہے۔ اسی طرح سائیکلوں کے لیے گیارہ سو کلومیٹر تک مزید نئے راستے بنائے جائیں گے تاکہ لوگ سائیکلوں پر سفر کریں

But providing the good business friendly environment is the responsibility of the Governemnt. Providing the security and the security of the business of investors come first before businesses are ready to dish out the tax to the governments. You can't compare the business infrastrucure and security with luxemburg . It sucks here in Pakistan .

I said the Governemnt collects lots of money in indirect taxes. Indirect taxes are paid by all consumers including businessmen and others. If you compare Pakistan with other European and North American countries than you must also provide the business community the environment which these countries provide them and the security which goes along with their taxes.

I am in favour of equality and parity and fairness in every aspect of life. The Developed countries pay bundles to keep their infrastructure, their security and their environment to foster the Businesses. The Government has a right to collect the taxes after it provides the due security and the environment conducive to their businesses in order to attract investment . In Pakistan government can't even protect their own Ministers . Once they start to provide them the necessary facilities and necessary security ,then they have a right to ask for the taxes.

You are taken it at heart about Zardari. I gave you an example of who are really ruling and for what ? Now, is the Bongi khan's government. Who is holding him back to bring evidence against Zardari and put him behind the bars. But not merely accusing him and convicting him in media .

How may times the PTI will hide under the corruption allegation of previous Governments. I have yet to see an iota of evidence against previous Government and its corruption in many projects, one evidence of kickbacks and money grabbing .JKT has been declared dishonest and he is lucky that they didn't put him in Jail for his inside trading. But he is left, right and centre of Bongi khan's Government . Do you know how many Sugar mills he owns now and why the price of the Sugar unexpectedly went up in last budget and the only sugar Industry got the subsidy of the Government.
