This is deliberate attempt by these two gentlemen to mislead the public. The 10% retention from export proceeds is maintained with local banks in Special Purpose USD Account. It's not retained outside the country. Also SBP has made banks responsible to ascertain the genuineness..

of each request to be processed from funds in these accounts. And it can only be used for expenses incurred for or related to your exports only.

Banks don't simply process the request based on an invoice, they demand multiple documents to verify the genuineness of request.

These can include travel documents for participating in a trade exhibition abroad, shipping documents of samples of products to be exported sent abroad to be tested by foreign laboratories, etc. The documentation involved is cumbersome and frustrating at times
