Agree that there are criminal acts in Pakistan just like any other country! Where one person or a group of people kills another based on their differences. But still, such number of killings are lower than the total killings that happen in Chicago City, USA alone in a year!

But there is no organization existing for the sole purpose of killing another on the basis of differences like they exist in India. That's why CIA has named a number of Indian organizations as Terrorist.
Second, every incident is served justice through judicial process in Pakistan unlike India where RSS gets a free ticket for killing 68 people in samjhota express.
Take a recent example in Pakistan. Khadim Rizvi and his supporters demanded the death penalty for Asia Masih on blasphemy charges. But law followed the due course and today Asia Masiah is a free lady and Khadim Rizvi is behind the bars!

Now come to qadianis they are targeted and killed by Muslims ,
Masihis are systematically targeted by groups for blasphemy.
There are extremist student organizations who kill ustads for being progressive or having liberal views.
Pakistan is not just another country here maulvi and madarsa teach hatred of non Muslims, whole system of madarsa depends how extremists views can be transferred in the brainwashed minds of tulba .
