On referendum IRK didn't understand what IK said.
IK categorically said first all Kashmiris would decide , based on UN Resolutions, if they want to be with Pak or Ind and then, if they decide to be with Pak, we will then hold another referendum so that they can decide if they want to remain with Pak or want full independence.
