I think the first step was to convince APC to give peace a chance, stop all army action and start
negotiations with the tribes. No tribe will negotiate unless the drone attacks are stopped and this should

I don t know weather you asked a serious question or not but still I want to answer it . . . .

In order to shoot down drones, we don t need to install radars for the tribal people . . . . As between two to six drones are currently operating in groups over at least North and South Waziristan . . . . These Predators/Reapers/Global Hawks (inducted recently) an fly for at least 36 hours above 40 to 50 000 feets . . . . Why they need to fly for such long durations is to keep survelliance on their target . . . . what to say about night, even during day time, they could be heard or seen flying clearly (when flying between 15 to 18 000 feets) by the tribal people . . . .

The biggest disadvantage for these drones is when they position for Attack . . . . Actually they attack with Hell Fire missles and between 250/550 Pounds lazer guided free fall bombs (but using bombs there is ten times more risk for greater colletral damage and that is the reason that such bombs have not been used) . . . . Therefore HellFire missle remains the only choice . . . . Armed with a Thermobaric Warhead (Therefore comes under the category of Chemical weapons not allowed by UNHCR as the injured stand no chance to recover and die a painful death where their skin breaks and melts thus not allowing to heal), it has a range of 6-8 KM (18-24 000 feets) . . . . And here comes the disadvantage . . . .

Since using such missles at maximum range effects their hitting probablity, therefore, their effective range is regarded as between 4-6 KM (12 to 15 000 feet), and this is the height on which the drone has to operate for attack . . . . Since it is a powered glider with a speed as slow as between 200-250 KM at time of attack and a very slow turning radius where it rapidly loose height while turning, therefore is a sitting duck when operating at such heights . . . .

Therefore If Pakistan don t want to get involved, can than provide the tribals with the Surface to Air Shoulder fired missles . . . . These include infra red SA-7 (Russian), HN-5 (Chinese) . . . . and the heat seeking fire and forget SA-14, SA-18 (Russian) and FN-6 (chinese) . . . . All these types are easily avilible in the black markets and ISI could easily arrange them for the tribals . . . . These missles could easily hit a target between 15 - 18 000 feets are ideal to shoot down the slow moving drones both in day and night . . . . If we had the guts, than we can even provide the tribals with the Pakistani manufactured Anza I and Anza II s, which have the same capablity . . . .

But still, our tribal brothers had shot down at least 4 drones using heavy anti aircraft guns during the past years . . . . Similarly, Talibans have also shot down at least two drones using the heavy anti aircraft guns which could easily hit the target upto 12 000 feets . . . .

Therefore, the answer is definitly yes as they can be armed with missles to defend themselves and radars are not needed nor tribals can operate such . . . . . .
