underwater structure isn't much effected with hurrican or tsunami waves. wave motion transforms energy only by oscilating the particals, they don't physically flow to drift them. tidal flow will be a concern, but Finite element design tools do soft simulations with all such static and dynamic loadings, and keep a healthy safety factor for possible situations
