    What a high court commission wrote about Dr Qadri





    ISLAMABAD: Dr Tahir-ul-Qadri, the Pakistan Awami Tehrik’s leader who has all of a sudden appeared on the political scene to rescue the state, was in 1990 declared by the Lahore High Court a person of such a mental health who could manipulate and exploit anything for his political gains.


    [HI]An LHC Commission, while investigating the incident of an assassination attempt on Dr Tahir-ul-Qadri had written that Dr Qadri had engineered the so-called murder attempt on himself, which depicted his sick mental health.

    This commission’s report was not challenged anywhere, well placed sources in Punjab Law Department told The News.

    The Constitution, which was frequently quoted by Dr Qadri in his December 23 Speech, may also bar Dr Qadri from becoming member of the parliament for not fulfilling the criteria mentioned in article 62 (f) of the Constitution.

    [HI]Details reveal that Dr Qadri had alleged that an assassination attempt on him was made by the Punjab government on 21st April, 1990. The Punjab government on April 30, 1990 constituted a one-man commission to investigate the matter.

    Justice Akhtar Hassan while handing down findings of the commission wrote that learned judge of LHC Justice Fazal Karim has refused to continue as head of the commission because of the unjust and unwarranted criticism by Dr Tahir-ul-Qadri. The commission had mentioned that on July 9, 1990, when the Advocate General was cross questioning Dr Qadri, he (Qadri) boycotted the proceedings of the commission blaming that Justice Fazal Karim had made up his mind to give an anti-Qadri judgement.

    Justice Fazal Karim later on July 14, 1990 refused to be part of the commission. The government latter amended the notification and appointed Justice Akhtar Hassan as head of the one-man commission.

    [HI]Dr Tahir-ul-Qadri had tried to give an impression before the commission, before he boycotted it, that the Jamaat-e-Islami and Islami Jamhoori Ittehad people had tried to kill him.

    One of the witnesses, Mufti Ghulam Sarwar Qadri had told the commission that Dr Tahir-ul-Qadri had delayed a Juma prayer for 45 minutes because General Zia-ul-Haq was expected to come in that mosque that day.

    Regarding details of the assassination attempt, the commission had pen downed that 20 shells of bullets were collected from the roof of the bathroom of Dr Qadri’s home, among which, ten shells were handed over to the police by Dr Qadri himself.

    While revealing the statement of one Malik Muhammad Ashraf, Superintendent of Police and in-charge Forensic Science Laboratory, the commission has mentioned that Qadri himself pin pointed the places where there were marks of bullets. Nineteen points were inside the house while three were on the outer walls of the house. Ashraf had told the commission that the marks outside the room of Dr Qadri were not of bullets. Ashraf had also brought the windowpane of Dr Qadri’s bedroom before the commission just to prove that the bullet mark on the pane was not of a real bullet and how it was different from an original mark because the glass had not broken into pieces and was in its original condition.

    The forensic experts had also declared that recovery of the bullet shells from the roof of bathroom of the house was technically wrong as the angle and distance from where they were fired did not match Dr Qadri’s claim.

    [HI]The Commission was also told that blood was also found on the roof of Qadri’s house and it span long through a line as if someone had tried to run away to the neighbour’s house. The Commission writes that the blood was not clotted and there were chemicals in it so that it could not dry, as was proven from the laboratory tests.

    The commission also wrote that the police acted hyper-actively to the incident while Dr Tahir-ul-Qadri did not cooperate with them. Dr Qadri also filed an application with the Federal Investigation Agency.

    The Advocate General apprised the Commission that Dr Qadri had exploited the political difference between IJI and Pakistan People’s Party. Dr Qadri had the support of such lawyers who were PPP loyalists and it was alleged before the Commission that Dr Qadri was in fact chosen to benefit PPP. The Commission didn’t conclude anything over these allegations but said that each of these allegations had some life in it.

    The Commission concluded that the firing incident on Dr Qadri’s house was concocted and damage to Dr Qadri was as result of his own activities.

    The Commission also mentioned that Dr Qadri was fond of dreaming and then explaining and exploiting those dreams specially mentioning the name of Holy Prophet (SAW). Exploiting dreams related to Holy Prophet (SAW) depicts the ailing mental condition of Dr Qadri, said the Commission, adding that anything can be expected from such a person.

    آجتک پاکستانی عدالتوں، بالخصوص پنجاب کی ہائیکورٹ نے کبھی کوئی ڈھنگ کا فیصلہ نوروں کے خلاف دیا ہے؟
    کوئی ایک؟
    اگر کوئی آج بھی یہ سمجھتا ہے کہ
    بیس سال پہلے پنجاب کی کوئی لیب قتل کیس میں اپنے ہی وزیرِ اعلی کے خلاف رپورٹ دے گی تو اُسے آج کے میڈیا دور میں شب و روز ٹی وی پر زیرِ بحث "بیکری ملازم" پر دِن دیہاڑے تشدد کے بعد اُسکا نوروں کی بیگُناہی کا بیان دینے کا تازہ واقعہ سامنے رکھنا چاہئیے۔

    LAHORE: Dr Tahirul Qadri’s huge public meeting last Sunday in Lahore, the cradle of political careers, is like a fresh draught of air in political arena muddied by misrule and corruption. It also signifies new political trends in the stagnant and hackneyed political culture.

    Qadri’s show of people’s power bears some semblances with Imran Khan as a comeback kid. Both have had a second rising. Imran Khan’s first wave of popularity trumpeting ‘goodbye West’ noose-dived when he had to go back to the West to find a (mis)match, which caused his large fair sex appeal to dissipate.

    Dr Tahirul Qadri first rose in 1980s as a religious scholar and orator. With a doctorate degree tucked under his arm and having taught at the Punjab University briefly, Dr Qadri made pulpit his forte. For the religiously inclined Muslims, Dr Qadri appealed as a middle-of-the-road Muslim scholar against the backdrop of hardliner clerics educated and trained in seminaries. By comparison Dr Qadri was far more enlightened Islamic scholar than his counterparts in the religion-dominated politics of Pakistan.

    [HI]Deeply revered as a modern-day interpreter of Islam, he was hired for sermons at a mosque built and owned by Mian Mohammad Sharif. Situated opposite to Sharifs’ bungalows in Model Town’s H-block, the mosque was thronged by people to listen to Maulana Tahirul Qadri on various issues of the Muslim society and Islam. [/HI]He carried an aura of a modernist Muslim unlike his peers especially Dr Israr Ahmed, the theologian. The Sharifs deeply adored and respected Allama Tahirul Qadri.

    [HI]It is said that former hockey hero and a Muslim Leaguer, Akhtar Rasool, piggybacked him for Haj because of Maulana’s backache problem. However, during Gen Ziaul Haq’s era when Nawaz Sharif was ushered in as chief minister of Punjab, the latter allocated a huge piece of land at a throwaway price and donations for building Minhajul Quran headquarters in Lahore. Soon after, Dr Tahirul Qadri said goodbye to the Ittefaq Mosque, as family was known till then before the seven-member family had the division of assets.

    It is alleged that the Sharifs wanted to exploit his appeal to the religious voter for their politics as the reason for his separation but Allama Tahirul Qadri, as he was known then, had his political ambitions, too. As he had benefited greatly from the patronage by the Sharif family, Qadri became controversial and lost much of his public appeal. But despite that, Allama Qadri tested the political waters in 1989 when he launched his political party, Pakistan Awami Tehrik (PAT).

    Announcing his party at a local five-star hotel which this scribe had attended, Dr Qadri couldn’t plead his political credentials and gave no roadmap. He was asked if he had fought and won any election as a candidate for national, provincial or local election, he was obviously blank as he had had no experience in the rickety and tumultuous political arena. His political party couldn’t have more than “tonga riders” as it is known in the political jargon. After making some ripples in the All Parties Conferences (APCs) orchestrated by late veteran leader Nawabzada Nasrullah Khan, Qadri went into political wilderness.

    Dr Qadri became active again when General Pervez Musharraf usurped power in 1998. Like Imran Khan, he also initially supported Musharraf, for being anti-Nawaz Sharif. But he was too careful to jump into his bandwagon. [HI]In the political vacuum of 2002’s general elections he won a seat as an MNA with Musharraf’s backing. But Dr Qadri dreamt of being inducted as prime minister.[/HI][HI]

    According to his close associates who were in contact with the scribe, he was offered the slot of a federal minister for religious affairs but the self-styled scholar rejected the offer. He was not ready to accept any office less than that of the premiership. Realising that it wasn’t his ‘cuppa tea’, he resigned as MNA.

    During that period Dr Tahirul Qadri not only widened his international image, lecturing and writing books on Islam and social themes, he also prepared a crop of students who studied at his Minhajul Quran University. His international stature was enhanced when he strongly identified himself with the West in condemning self-destructive path of militancy and extremism. Indeed, he wielded authority on Islamic jurisprudence and Islam’s place as the world’s second biggest and thriving religion in a broader spectrum than nation states.

    He was paid accolades worldwide for being a true religious leader who professed peace and love against hardliners like Imam Khomeini and Egypt’s Islamic Brotherhood leaders. As a matter of fact, Tahirul Qadri is more respected by Muslims living in Western countries and even moderates of the Middle East as he raised his stature much above Shia and Sunni sectarian divide.

    It is with such credentials that Dr Allama Tahirul Qadri has staged a comeback in Pakistan, thinking that it is the right moment and perhaps the ripe moment. Imran Khan had already set the precedent as a revivalist comeback candidate to launch the third force in the wake of people’s frustration from the main political parties. But as Imran Khan is found inching away from his original plans of socio-economic change, inducting politically viable and electable candidates and losing some of the diehard original party office bearers due to tectonic shifts, the situation has remained vacant for alternate/third force leadership in the foreseeable future.

    But the problem in political arena in Pakistan is that there are too many candidates to lead the religious right whereas the liberal wicket, traditionally held by the PPP, remains empty if it is presumed that the party is left out of steam due to its own suicidal track record of corruption and mismanagement.

    [HI]Interestingly, it is not only MQM or other smaller parties that supported Qadri’s Jalsa-e-Aam. The PPP clandestinely facilitated Dr Qadri in many ways for being an anti-Nawaz force in the making. The rank and file of the PPP had the orders to provide Dr Qadri full support. On the other hand, the PML-N just hoped that Dr Qadri’s balloon will soon be punctured by an aggressive media as he might be taken to task for lacking coherence, political structure and organisation prerequisite for win in a tables-turning general election.

    Despite that, Dr Qadri’s speech and ideas are music to many ears but his modus operandi to reach the higher echelons of power seems a bit convoluted. If he believes that the Constitution as it stands today is not being fully implemented in letter and spirit and there has to be a caretaker setup comprising all stakeholders, how Dr Qadri will get the coveted slot as their leader? A caretaker set-up, if at all brought in by holding the Constitution in abeyance, will be a rule of the technocrats, including mostly economists and experts in various fields of education, health, energy, sciences, defense and law so that they are able to rise above all political expediencies and don’t let anyone pull strings and seek concessions as political creatures, elected and unelected, often do. Only by the rule of the technocrats, as Dr Qadri compared the state of affairs to present Italian government, or a prior Bangladesh model, the slogan of “save Pakistan first” can be realised.

    But where does Dr Qadri stand in such a scenario? The mustering of his pressure can indeed lead many to think of it more convincingly against raising another democratic skeleton but for him to come to power will still be a far cry. Even if the Constitution is grossly amended for a new mode to go to electorate by introducing direct election of the president or a system of proportional representation, Dr Qadri will have to contest election to come to power. There won’t be any shortcut.

    His appeal to woo Taliban is also not going to be well reciprocated as the agenda of the diehard extremists to weak Pakistan and usurp power is entirely in contrast with Dr Qadri’s. Neither has he the omnipotent appeal like that of Iranian revolution nor political structure like that of Turkish Justice and Development Party which elected Recep Tayyip Erdogan to power or Islamic Brotherhood of Egypt which provided pedestal for Mohamed Morsi to be elected as Egypt’s President.

    Pakistan may be ripe for a pro-Islamic party to capture power but Dr Allama Tahir ul Qadri will have to go miles and miles to make his dream come true.

    We praise Allah, The Aliyy, The Azeem and all glorifications are for Him, Who has created the heavens, the Earth, and all that is in between, and continues to create! We send salawat and salamat upon the Holy Last Messenger, Sayyidina Muhammad Rasul-e-Akram, his family, blessed companions, his Ahli-Bayt, and his followers.The Holy Last Messenger (peace and blessings of Allah be upon him) said, “Seeking knowledge is obligatory upon every Muslim.” It has been noted that in the history of Al-Islam, most Muslims studied the science of Holy Quran, the science of Hadith and jurisprudence solely for the pleasure of Allah Ta’ala and to spread Islam across the globe. They traveled great distances and sacrificed all worldly desires and gains to achieve their objective. Their diligence and persistence in the Islamic sciences only increased their iman (devout faith) and practice of Islam. The knowledge they obtained made them well known all over the ummah as those who were honorable, pious, dignified, humble and truthful.
    On the contrary, these days there are those more interested in financial and political gain, so they attend Islamic universities, read a few books, give themselves an honorary title and associate with notable and respected figures in the Muslim world in hopes of gaining popularity and credibility in the eyes of the layperson. Their agendas are maintaining their fame and fortune. To realize this agenda, many tactics are put into motion overtly and covertly, such as funding and support from governments or groups whose mission and aim has nothing to do with Islam, or self-decoration—as mentioned earlier—with various titles and stations that are held dear to the hearts and minds of the Muslims at large.
    Of the titles bestowed upon an educated man in the Muslim world, “Sheikh al Islam” is the most respected. This title is neither given frequently nor without merit. In his book, Al-Jawāhir ad-Durar fī Tarjima Sheikh al-Islām Ibn Hajar, Sheikh Shams al-din al-Sakhawi commences with a section defining the terms Sheikh al-Islam, Al-Hafiz, and Al-Muhaddith for the intelligent reader, stating that “Sheikh al Islam, as inferred from its use as a term among the authorities, is a title attributed to that follower of the book of Allah Most High and the example of His Messenger, who possesses the knowledge of the principles of the Science (of Religion), has plunged deep into the different views of the scholars, has become able to extract the legal evidences from the texts, and has understood the rational and the transmitted proofs at a satisfactory level.”

    Sheikh Al-Sakhawi also reports (in his Al-Jawahir ad-Durar) that Imam Al-Dhahabi reported in al-Kashif on the authority of Ibn al-Mubarak: [HI]“The only one to carry the title Sheikh al-Islam is Abu Bakr al-Siddiq, radyallahu anhu, who preserved the zakat and fought against the apostates. Know him very well!” Imam Ahmad ibn Hanbal, who is one of the four great mujtahid imams and a collector of hadith and Imam Burhan al-Din Ali ibn Abu Bakr al-Farghani, who wrote Al-Hidayah, both earned the title Sheikh al Islam. [/HI]They were the epitome of such an esteemed title.

    Al-Sakhawi added that, “At times, this title is given to those who have attained the level of friendship with Allah (Al-Wilāya), and from whom people derive blessings both when they are alive and when they are dead. Similarly, whoever has tread the true path of the People of Islam and has come out unscathed from the folly and ignorance of youth; and whoever has become a living apparatus for others in solving difficulties or winning a struggle, and a refuge in every difficulty: these are the meanings of the word as used by the general public.”
    In the past, very few honorable men were given the distinguished title of Sheikh al Islam. With such stringent criterion, how is it possible that any man who sells his iman for worldly gain be allowed to travel the world claiming to be Sheikh al Islam?

    On the contrary, these days there are those more interested in financial and political gain, so they attend Islamic universities, read a few books, give themselves an honorary title and associate with notable and respected figures in the Muslim world in hopes of gaining popularity and credibility in the eyes of the layperson. Their agendas are maintaining their fame and fortune. To realize this agenda, many tactics are put into motion overtly and covertly, such as funding and support from governments or groups whose mission and aim has nothing to do with Islam, or self-decoration—as mentioned earlier—with various titles and stations that are held dear to the hearts and minds of the Muslims at large.
    Of the titles bestowed upon an educated man in the Muslim world, “Sheikh al Islam” is the most respected. This title is neither given frequently nor without merit. In his book, Al-Jawāhir ad-Durar fī Tarjima Sheikh al-Islām Ibn Hajar, Sheikh Shams al-din al-Sakhawi commences with a section defining the terms Sheikh al-Islam, Al-Hafiz, and Al-Muhaddith for the intelligent reader, stating that “Sheikh al Islam, as inferred from its use as a term among the authorities, is a title attributed to that follower of the book of Allah Most High and the example of His Messenger, who possesses the knowledge of the principles of the Science (of Religion), has plunged deep into the different views of the scholars, has become able to extract the legal evidences from the texts, and has understood the rational and the transmitted proofs at a satisfactory level.”

    Sheikh Al-Sakhawi also reports (in his Al-Jawahir ad-Durar) that Imam Al-Dhahabi reported in al-Kashif on the authority of Ibn al-Mubarak: [HI]“The only one to carry the title Sheikh al-Islam is Abu Bakr al-Siddiq, radyallahu anhu, who preserved the zakat and fought against the apostates.     [/HI][HI]We have found that he has aligned himself with that of the illustrious Shuyukh of the Qadiri Silsilah, implying being capable of accepting Bay’ah - an eternal allegiance; yet, the head of the Qadiri order and the Gilani family, Al-Sheikh Sayyid Mubarik Ali Al-Gilani, has rejected him as incapable of being a competent guide, and thus branded him as “a fake Sheikh,” whom Al-Sheikh Sultan Bahu (Allah bless him) deems, “a death to a Talib (student).” It is also demanded to know why Tahir-ul-Qadri is spending so much money and effort to project himself, especially via pictures of himself and other forms of image-building, all of which are heavily frowned upon by the Qadiri order, and all of the competent Shuyukh and students that connect themselves with Al-Sheikh Abdul-Qadir Al-Gilani (rahmatullahi alaih).
    [/HI]If his claim is valid, then we, the Ulema at Al Azhar, demand that his proof be produced to us and we will present it to our Sheikh at Jami’ah Al Azhar Sharif. Furthermore, we state directly to Mr. Tahir-ul-Qadri: “If your sincere intention is to educate the Muslims, extend charity to those in need, and uplift the condition of the humanity, you should more appropriately return to your homeland of Pakistan, for Islam has died there, and there are millions of people in need. We will neither allow you to come to North America and create a bad name for Al-Islam and Muslims, undermining their past efforts and sacrifices, nor bring your political strife that you have caused in Pakistan to our shores.”

    During his tour of Egypt, Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri paid a visit to the central office of the World Association for Al-Azhar Graduates (WAAG), an organization established for the foreign students, and gave a talk on the challenges facing the Muslim world. He also threw light on the services and contributions of MQI in promoting the agenda of peace, interfaith dialogue, harmony, moderation and tolerance.
    Dr Abdul Fuzail Al-Qawsi, vice chairman of WAAG and former federal minister and Shaykh Usama Yasin al-Mahni, vice chairman of Administrative Affairs for WAAG appreciated Shaykh-ul-Islam’s efforts and intellectual contributions towards the cause of peace and interfaith dialogue. Dr Muhammad Tahir-ul-Qadri gifted his English and Arabic books to the distinguished guests on the occasion.

    Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri, who is currently on 10-day tour of Egypt starting from October 19, visited the world renowned Al-Azhar University, an ancient seat of learning, on the special invitation of Vice Chancellor and Shaykh-ul-Azhar Dr Ahmad Tayyab.
    Shaykh-ul-Islam was accompanied by Dr Hassan Mohi-ud-Din Qadri, President of Supreme Council of MQI. Shaykh-ul-Azhar extended a warm welcome to Dr Muhammad Tahir-ul-Qadri and Dr Hassan Mohi-ud-Din Qadri on their arrival at the University.
    The visit of the University was followed by a meeting between both scholars of the Muslim world in which they discussed contemporary challenges facing the Muslim world. They highlighted the need of unity within the Muslim ranks to fight off these challenges. They agreed that Islamic principles of pluralism, moderation, tolerance and inclusiveness which are also the core themes advocated by Al-Azhar University as well were relevant to the present-day world and needed to be employed vigorously. The issue of setting up a representative body of Al-Azhar graduates in Pakistan also came under discussion.
    Shaykh-ul-Azhar underscored the importance of work the Al-Azhar University was carrying out for the solution of intellectual and scholarly problems facing the Muslim world so that people could benefit from Islam teachings and traditions of moderation and tolerance and bring about constructive changes in their collective and individual lives.
    Dr Muhammad Tahir-ul-Qadri apprised the Vice Chancellor on the steps he and MQI were taking worldwide to promote peace, interfaith harmony and dialogue.
    Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri thanked Shaykh-ul-Azhar for invitation to visit the University and warm welcome extended to him on his arrival.

    Representatives of The World Association for Al-Azhar Graduates called on Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri and exchanged views of mutual interest with him. The visiting delegation of WAAG included vice chairman and former federal minister Dr Abdul Fuzail Al-Qawsi, Shaykh Usama Yasin al-Mahni, vice chairman for administrative affairs of WAAG.
    They discussed the areas of cooperation between Al-Azhar University and Minhaj University including the exchange of students between both universities. They agreed that students had a major role to propagate Islamic message of peace, interfaith dialogue and harmony in the world. They highlighted the need of working even more closely to promote the message of moderation and tolerance.
    Later on that evening, Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri gave a special interview a renowned Arabic channel of Egypt in which he gave comprehensive answers to questions on a wide range of subjects including terrorism, extremism, interfaith dialogue and efforts for promotion of peace etc. He particularly mentioned that if the Pakistani people wanted to bring about change, they needed to take a leaf from the Egyptian model of peaceful and democratic change.

    My views on his Jalsa are unchanged.
    Was curious about his past so looked him up.
    There are positives like his organizational and charity work. Good utilization of a relioigus movment.
    Better then the worlds biggest gastronomy club network run by Tablighi Jamaat.


    The positives about Qadri politics is he is NOT a puppet.

    Not a dependable one any ways.
    He will take your money and then screw you.
    So he jumped from Sharifs to Zia back to Sharif then Musharaf and then Benazir.
    So even if he is funded now by PPP (or some one else) does not mean anything.

    Also he is very charesmatic and a good lier which means he has all that is needed for politics.

    He also knows how to play the foreign media and political class ,again an excellent asset.

    Another positive is IK has known him cloesely for a very long time.
    I dont he can pull a fast one on IK

    All the controversial stuff is good as it precludes him from being inflated into Khomeni Doam by his acolytes.

    I wrote in my recent thread that Dr Tahir Qadri has harmed PT's electorate votes more than any political party in the land. He probably does not realize it but he has increased PPP re-election chances more than PML-N. It is one of the reasons that MQM known for its vile corruption, bhatta khoori, target killings and sectarian violence jumped into his lap to support his agenda.

    I believe that Pakistan's masses will not be fooled by these back door tactics and attempts by many forces to down grade PTI's chance of capturing enough seats in the parliament to upset two-party dominance of Pakistani politics.

    If Dr Qadri was honest and sincere with the political welfare and stability of Pakistan, he should have come out in support of the party that has many political, economic and constitutional views in common and offered his support to Imran Khan. But, no he is such a possessive and jealous person that he wants all the lime light and get credit for everything that has far fetched possibilities. I believe and this has been my personal view for long time that Dr Qadri has dubious, duplicitous and mendacious political views and has never come out clean on any subject.

    I would like ask him a question after eighteen days when his ' muhlat' ends and he leads a crowd gathering of four million of his followers, what will the crowd do: go straight back home or raid the presidential palace and order Mr Zardari to resign? Otherwise all this attempt and millions of rupees spent on this exercise would be sheer folly and waste of time. I

    I have a better suggestion for him to offer his leadership qualities to the MQM supporters and ask them to sack Altaf Hussein. Perhaps, MQM needs him more than the country as was so apparent with the participation of its leading politicians in his jalsa of 23 December because they are so fed with Altaf Hussein.

    Actually what I am feeling that it is not only the political game , the sectarian game is stated and all deobandi sect is lined up against Qadri.....

    We r not thinking about Pakistan , of Islamically , but out thinking is sectarian and we are opposing or favouring Qadri on the sectarian bases....


    This not good for Pakistan or Religiously.

    Both does not allow us to have sectarian discrimination.
