    The only way to solve Karachi problem is creation of "City Governments" like in many countries including India, China, Russia, many in Africa, Asia, and USA. Karachi has 18 districts. Let each district be responsible for its own police and security. Rangers and Army be there as back up only. Provincial police does not exist in 21st century. This is stupid to have this 1850 system. For better economy and security police has to be local by local people for local people. That is worldwide practice.
