Not necessarily, there was a case quite a few years back where two White men had murdered a Black man. It turned out that these White men were at Ku Klux Klan rally where the Wizard had delivered a hateful and incited the for murder. The Wizard was charged with conspiracy and used freedom of speech as his defense. The Judge found the wizard guilty off incitement and determined the line ( your freedom of expression ends like a fist stops before my nose).

There is no country in the world that I know has unrestricted free speech. In essence its a balance between tolerance and free speech. A good society is judged by level of tolerance it possess as a scale not the level of free speech. Using scale of tolerance the western society is far more superior than the third world as its evident in this episode.
