All above mentioned factors does't justify incompetence of Shahbaz Sharif, where health and education has suffered lot. In a province where 60% children dont have primary level education, billions were spent on laptops and only 8 danish schools.

Energy Crises in Punjab and Constitutional Role of Provincial Governments:
Before discussing the state of economy in Punjab, it will be appropriate to just have a brief overview on the share of Punjab in the electricity generation and consumption. This is pertinent as the energy crises is arguably the most significant factor in the present state of the economy. The difference between generation and consumption of energy in Punjab is provided in table below:

The Punjab is facing rather serious energy deficit. It's share in Electricity Generation is nearly 31% and the consumption is almost 62%. The most worrying point is that its percent share in the electricity generation in the last five years has declined significantly rather than improving. It also suggest that during the previous Punjab's administration, It's electricity generation improved significantly.
As per constitution of Pakistan 1973, Article 157, Clause (2) and (3), state:
Further, Govt. of Punjab Energy Department mentioned on its website:
- (2) The Government of a Province may,
- (a) to the extent electricity is supplied to that Province from the national grid, require supply to be made in bulk for transmission and distribution within the Province;
- (b) levy tax on consumption of electricity within the Province;
- (c) construct power houses and grid stations and lay transmission lines for use within the Province; and
- (d) determine the tariff for distribution of electricity within the Province.
- (3) In case of any dispute between the federal government and a provincial government in respect of any matter under this Article, any of the said Governments may move the Council of Common Interests for resolution of the dispute.
Following the 18th amendment in the Constitution of Pakistan, the provinces are now vested with full authority to develop power projects of any capacity through public or private sector and establish required regulatory framework. - (http://energy.punjab.gov.pk/)However, despite all the provision with Govt. of Punjab as per constitution of 1973, to develop power projects to enhance power generation capacity and allocating Rs. 9 Billion in FY 2011-12 and Rs. 10 Billion in FY 2012-13, Punjab Govt. failed to materialize any Power Generation project and none is expected in near future.
The reason Govt. of Punjab offered to Punjab's people is that it is facing various hurdles and delaying tactics from the Federal Government for its proposals. Rightly so. This raises another question, that, rather intricate and challenging issues like 18th Amendment, 19th Amendment, 20th Amendment, NFC Award or the appointment of the credible Chief Election Commissioner, got resolved admirably well with consensus but why then projects directly related to public welfare and economy could not get resolved yet? To me, it represent Punjab's government seriously lack sound negotiation skills and technically incompetent team for that matter. Every province's interests are highly interconnected; you will have to seek a right kind of balance through intelligent and properly thought out negotiations.
Liquid Natural Gas Crisis
As per constitution of Pakistan 1973, Article 158: The Province in which a well-head of natural gas is situated shall have precedence over other parts of Pakistan in meeting the requirements from that well-head, subject to the commitments and obligations as on the commencing day.This provision of the 1973 Constitution was invoked in 2010-11, following a court decision in Khyber Pakhtunkhwa and Sindh, but some transition time should have been allowed.
Over time, the province may have to explore options of import of Liquefied Natural Gas (LNG). As the Punjab is not a producer of the natural Gas therefore, the above clause of constitution of 1973 is directly affecting the industries as well as domestic users of Punjab. Especially the Textile Sector hurt most due to the shortage of gas in Punjab. During the formulation of 18th Amendment, it was the responsibility of Punjab Govt. to foresee this problem and either seek some reasonable amendment in this clause or seek some transition time to explore other options or industries may have get time to import Liquefied Natural Gas (LNG).
The State of Economy:
The passage of the 18th Amendment to the constitution is a historic step forward in the process of decentralization of economic decision making and planning. Coupled with the 7th NFC Award, which has significantly increased the share of the provinces in the divisible pool of taxes, the major share, in excess of 60 percent, of the overall public sector development program is now being financed and executed by the provincial governments. Therefore, sectoral and spatial planning has largely been handed to the provinces, with the federal government primarily focusing on the macroeconomic framework, the conduct of fiscal, monetary and trade policies .
The Punjab always has been the major agricultural producer of Pakistan. But in the recent tenure it has performed worst in the history; and worse than the rest of the Pakistan too. During 2006-07 to 2010-11, its average annual growth rate in agricultural sector decreased from 3.3 to 1.0 while rest of the Pakistan increased from 2.5 to 3.0 which raise serious concerns. Some cynic might say that agriculture never have been PML-N priority, it is the industry they really care for. Well, then, it is heartening for the at least industrialists.
The Punjab generally enjoys the higher average growth rate but during 2006-07 to 2010-11, the average growth rate is 0.9 percentage point less than rest of the Pakistan. Refer the table below:
It appears that while unemployment fell in Punjab in the fast-growth period up to 2006-07, given that the growth rate of the labor force is close to three percent. However, unemployment has increased significantly in the low-growth period from 2007-08 onwards . Again, question begs itself. Is it Pervaiz Elahi's better administration or just abundant supply of development funds?

Contrary to general perception, Punjab's economy has grown at a slower rate in comparison with the rest of Pakistan in last few years. It surely needs urgent measures by both federal and provincial governments to overcome this serious situation. We also need to look at factors which let previous government perform significantly better. Although I have tried to be non-political in my approach, however, let me say that we should not mythologize Shahbaz Sharif, Musharraf or anyone else for that matter. If someone is claimed as a better administrator, it should be brutally backed up by the evidence. This is the attitude which can help in improving governance.

Internal spying: PML-N tasks police’s special branch with political survey
- Pakistan Muslim League-Nawaz (PML-N) government in Punjab has tasked the Special Branch of Punjab police to conduct a political survey of the party’s standing at the local level in all constituencies in the province, The Express Tribune: has learnt
- The provincial headquarters of the Special Branch, at the behest of Chief Minister Shahbaz Sharif, will now compile comprehensive constituency-wise details of members of the national and provincial assemblies belonging to the PML-N.
