Spain Looking to Tighten Regions Deficit Targets - Official
MADRID--Spain is looking to tighten next year's deficit targets for regional governments and plans to leave this year's targets unchanged despite the European Union loosening overall targets for the country, a government official said Thursday.
Earlier this year, Spain's government set a target of 1.5% of gross domestic product for the regions' budget deficit in 2012, and of 1.1% of GDP in 2013. Ahead of a key meeting between Spain's Budget Minister Cristobal Montoro and the regional heads of finances this afternoon, Madrid plans to ask the regions to lower the 2013 target to around 0.7% of GDP, as a way to ensure that Spain's overall targets will be reached, the official added.
On Monday, euro-zone finance ministers approved a relaxation of Spain's previous targets. Spain must now lower its overall budget deficit--including those of the central, regional and local governments--to 6.3% of GDP this year, instead of 5.3% of GDP as previously contemplated.
The 2013 deficit target is at 4.5% of GDP, compared with a previous 3% of GDP, and the 2014 goal would be 2.8% of GDP. Last year, Spain clocked a spending overrun of 8.9% of GDP, with the regions' own deficit accounting for 3.3% of GDP and the central government accounting for most of the rest.
Mr. Montoro may also officially warn some regions that they're not doing enough to meet the targets, the official said. Under a new fiscal law approved earlier this year by Spain's parliament, this would be the first step towards slapping penalties on regional governments that fail to set their finances on track.
