The meeting was expected to take place in Doha in the coming days, with some reports indicating this could be as early as Thursday, but the Afghan president, Hamid Karzai, has said his government will not be attending any talks.<br />
Karzai has said he will <a href="http://www.aljazeera.com/news/asia/2013/06/20136197363618634.html" target="_blank">boycott any peace talks </a>unless they were led by his government.<br />
&quot;As long as the peace process is not Afghan-led, the High Peace Council will not participate in the talks in Qatar,&quot; he said in a statement on Wednesday, referring to a body he set up in 2010 to seek a negotiated peace with the Taliban.<br />

The developments came one day after the US <b><a href="http://www.aljazeera.com/news/asia/2013/06/2013618144619186585.html" target="_blank">announced</a></b> it would engage in direct negotiations with the armed group.<br />
The dispute over the name of the Taliban's Doha office, opened on Tuesday, has raised new concerns among the Americans too.<br />
The row centres on the office calling itself the &quot;Islamic Emirate Of Afghanistan&quot; - the formal name of its 1996-2001 government - and portraying itself as a state in exile, officials said.<br />
Jen Psaki, State Department spokeswoman, said on Wednesday the US does &quot;not recognise the name Islamic Emirate of Afghanistan&quot;.<br />
She said John Kerry, the secretary of state, had made that clear in two phone calls in the past 24 hours with Karzai.<br />
Kerry also &quot;noted that the government of Qatar has taken steps today to ensure that the political office is in compliance with the conditions established by the government of Qatar for its operations&quot;, Psaki said.<br />
&quot;Reports of a meeting scheduled are inaccurate,&quot; she said, saying that the US had &quot;never confirmed&quot; any specific meeting between US officials and the Taliban in Doha.<br />
&quot;We are now in consultations with the Afghan leadership and the High Peace Council on how to move forward.&quot;<br />
<b>US envoy delayed</b><br />
Karzai, who has headed the US-backed Afghan government since the US-led invasion in the wake of the September 11, 2001, attacks brought down the Taliban, opposes bilateral US-Taliban talks.<br />
Psaki confirmed that James Dobbins, the US special envoy, had not left Washington on Tuesday as planned for the talks.<br />

In another decision on Wednesday, Karzai broke off ongoing Afghan-US talks on an agreement to allow the US to maintain soldiers in Afghanistan after a NATO combat mission ends next year over what it called the US' &quot;inconsistent statement and action&quot; over the peace process.<br />
Against this backdrop of diplomatic controversy, Mohammad Sohail Shaheen, a member of the Taliban's Doha office, insisted on Wednesday that the only purpose of the office was to find lasting peace in Afghanistan.<br />
&quot;This office was opened in order to bring about peace and to find a peaceful solution [...] which is the main thing and all parties should try to make that happen,&quot; he told Al Jazeera.<br />
Shaheen stressed that no one should try and disrupt the peace process &quot;as we see [now happening] from the Kabul administration&quot;.<br />
&quot;We enter this with good intentions and seek a peaceful solution to the Afghan issues,&quot; he said, &quot;and we want all sides to have the same intention.&quot;<br />
Al Jazeera's James Bays, reporting from Doha, said that it was likely that &quot;talks will probably go ahead in the coming days&quot;, but that significant challenges needed to be faced between the US and Afghanistan on the nature of the talks.<br />
&quot;[The Taliban] are going to be, in some form, part of the future of Afghanistan. What I think the Americans and the other Western allies are trying to do is get that negotiated settlement with the Taliban, rather than the alternative, which is that when most of the [foreign] troops pull out some sort of civil war takes place - that is what they are trying to avoid,&quot; he said.<br />

<span style="font-family: Georgia"><font size="3">In violation of the Political Parties Act 2002 – which prohibits public office holders from holding positions in political parties simultaneously – almost all senior leaders of PTI succeeded in securing important positions in the government while still retaining offices within the party.</font></span><br />
<span style="font-family: Georgia"><font size="3"><br />
<br />
“The holders of elected public offices shall not hold any political party office, or where a holder of an elected public office was already holding a party office at the time of his appointment to a public office, s/he shall relinquish the party office before joining such public office,” reads the text of the act.</font></span><br />
<span style="font-family: Georgia"><font size="3"><br />
<br />
The public offices for which it is mandatory to resign from party portfolios include the offices of the president of Pakistan, prime minister, governor, chief minister of a province, chairman senate, speaker, deputy speaker, federal minister, minister of state, provincial minister, advisor, special assistant to prime minister or chief minister and holders of other elective executive offices as may be modified by the federal government, it adds.</font></span><br />
<span style="font-family: Georgia"><font size="3"><br />

“The issue is under consideration, but so far it seems the party’s provincial leadership is not willing to relinquish their party posts,” admitted PTI Khyber-Pakhtunkhwa (K-P) Secretary Information Aqeel Razzaq.</font></span><br />

He added it was also against the party’s constitution for a member to hold dual offices at the same time and PTI Chairman Imran Khan will take action in this regard soon. Razzaq revealed several PTI leaders have started lobbying to contest intra-party elections for the positions, which may soon be vacated by elected officials.</font></span><br />

However, when questioned about the violation of the Political Parties Act, Razzaq argued other political parties’ public office holders were also violating the Constitution by holding dual offices.</font></span><br />

Presently, K-P Chief Minister Pervez Khattak holds PTI’s central general secretary office, while K-P Assembly Speaker Asad Qaiser is also serving as PTI’s provincial president.</font></span><br />

Furthermore, information and health minister Shaukat Ali Yousafzai is the provincial general secretary of PTI, revenue minister Ali Amin Gandapur is PTI’s southern region president, public health minister Shah Farman is the party’s central deputy information secretary and elementary education minister Atif Khan serves as the PTI’s Peshawar region president.</font></span><br />

Qalandar Lodhi, Malak Qasim Ali Khan Khattak, Mian Jamshaduddin Kakakhel, Yasin Khalil and Abdul Haq have been appointed as advisor to chief minister, while Dr Meher Taj Roghani, Amjid Afridi, Ziaullah Afridi, Shakeel Ahmad and Mushtaq Ghani have been made special assistants. Lodhi has been notified as advisor to CM for food, Khattak as advisor for prison affairs, Khalil as advisor for physical planning and Kakakhel advisor for excise and taxation. Ibadulhaq’s portfolio has not been assigned as yet.</font></span></font><br />

Earlier in 2011, PTI chairman Imran Khan had condemned Qadri’s reception as a hero on the premises of the Anti Terrorism Court, Rawalpindi.</font><br />

“Extremism and radicalism have penetrated our society deeply,” he had said, adding that it is especially harmful for the youth.</font><br />

<br />
Qadri never argued that he had not killed Taseer – shortly after he shot him dead, Qadri said his motive was Taseer’s apparent opposition to the country’s blasphemy law. But if the murder wasn’t shocking enough, it was the stringent defence put up by religious parties, whose activists showered rose petals on Qadri at his court hearing, brought him flowers on Valentine’s Day and set up Facebook pages glorifying him.<br />

The Citizen Lab, an interdisciplinary laboratory based at the Munk Centre for International Studies at the University of Toronto has uncovered that Canada-based Netsweeper internet filtering products have been installed to function at the national level in Pakistan.<br />

<font size="3">According to the new report, <font color="#ff0000">&#8220;Netsweeper technology is being implemented in Pakistan for purposes of political and social filtering, including websites of secessionist movements, sensitive religious topics, and independent media.&#8221;</font></font><br />
<font color="#ff0000"><font size="3">In addition to using Netsweeper technology to block websites, it was found that local ISPs also use other less transparent methods such as DNS tampering to block content.</font></font><br />
<font size="3"><br />

The report stated that Netsweeper has categorised over five billion URLs in total, adding approximately 10 million new URLs every day.</font><br />
<font size="3"><br />

<br />
Its online filtering solution provides clients with an automated mechanism to bulk-filter multiple content categories that can be customised.</font><br />
<font size="3"><br />
<br />
The report concluded that &#8220;altogether, the evidence suggests that Netsweeper filtering devices are being actively used to censor content on an ISP-wide level in Pakistan&#8221;.<br />

In 2012, the Ministry of Information Technology had solicited proposals for a national level URL filtering system.</font><br />
<font size="3">Pakistan has been known to limit internet freedom in the past, with Facebook and Twitter being banned for brief periods though they were unblocked soon after.</font><br />
<font size="3"><br />
<br />
YouTube remains blocked in the country since September 17, 2012. It was blocked on orders by then-prime minister Raja Pervez Ashraf after the video sharing website refused to honour requests of the Pakistan government to block or remove clips from a sacrilegious film from the website.</font><br />
<font size="3"><br />
<br />
Following the ban, an inter-ministerial committee comprising representatives from IT ministry, Pakistan Telecommunication Authority (PTA), Federal Investigation Agency (FIA), religious affairs ministry, intelligence agencies and other stakeholders was formed to look into the issue and suggest a solution.<br />

<b>LONDON: Authorities in Pakistan had been reluctant under the last government to handover two suspects sought by the Scotland Yard in relation to their investigation into the assassination of Muttahida Qaumi Movement’s former convenor Dr Imran Farooq who was killed in a knife attack on September 2010 here, senior British and Pakistani officials have told The News.<br />

On November 11, 2012, the Metropolitan <span style="background-color:yellow;color:black;">Police Commissioner Bernard Hogan-Howe disclosed exclusively to The News that two suspects were in the custody of Pakistani authorities on suspicion of killing Dr Imran Farooq.<br />
</span> <br />
Several reports have named Khalid Shamim as one of the two suspects. Jang Newspaper recently published a report with full details of the movement of Khalid Shamim. <span style="background-color:yellow;color:black;">The News can disclose for the first time that the Metropolitan Police, during their interaction with nearly 4,000 people that they have spoken to in relation to Dr Farooq’s murder, asked several people if they knew who Hammad Siddiqui was. The MQM’s former In-charge of Karachi Tanzeemi Committee (KTC) currently lives in Dubai after his basic party membership was cancelled last month by the MQM leader Altaf Hussain.<br />
</span> <br />
<span style="background-color:yellow;color:black;">Credible sources have confided that Pakistani authorities wavered on several occasions to commit themselves to handover the two suspects to Scotland Yard despite several requests made in this regard.</span> It must be clarified that there is no accord between the UK and Pakistan for exchange of the wanted suspects but the two countries have cooperated with each other routinely, without necessarily feeling the need to have a law in place.<br />
 <br />
The revelation may lead to an investigation by the Pakistan Muslim League-Nawaz government as to why the previous government did not cooperate fully with the British police. Some theories also suggest that the country’s secret agencies didn’t trust the civilian government with the two men and some are saying that the two men have been used as trump card by the power players.<br />
 <br />
It is said that the Pakistani security agencies remained silent about the men in their custody because they feared that they could be eliminated too if given under the civilian control and something could happen to them. This puts the PML-N government under tremendous pressure as to what they now do about the two suspects and whether the Metropolitan Police will be given access or not. When approached, the Met Police refused to speak on record about its dealings with the Pakistani officials.<br />
 <br />
<span style="background-color:yellow;color:black;">The Metropolitan Police is of the firm view, according to sources, that Pakistani security authorities have two or more people in their custody who know the full details about the plot that led to the assassination of Dr Imran Farooq – and the same persons were actors of the same plot too.<br />
 <br />
</span>The two important suspects have been questioned extensively by Pakistani authorities but it’s understood that Pakistani government was uncomfortable about cooperating full scale with their counterparts here who have dedicated a Counter Terrorism Command Unit into investigating the high-profile London assassination of the tragic Pakistani politician, who escaped from Pakistan in order to save his life but in a twist of ironic fate his life was taken away by his opponents.<br />
 <br />
<span style="background-color:yellow;color:black;">The source in London mentioned that Pakistani authorities have sent various confidential reports to Scotland Yard, based on the investigations of two suspects, but has dragged its feet over giving direct access to the investigators at Scotland Yard.</span> The source revealed that it’s taking Scotland Yard a lot of time to move ahead in investigations because the “documents being delivered from Pakistan are in Urdu and require meticulous English translation”.<br />
 <br />
“Scotland Yard gets these documents translated in English through professional translators and that takes considerable amount of time,” confided the source.<br />
 <br />
Fresh information in this case obtained by The News suggests that although Scotland Yard has so far questioned eight London-based Pakistani origin individuals under caution, the information gathered from them is of “huge interest” to the police but none of the eight people is currently under arrest or charged in connection with this investigation.<br />
 <br />
The police have said that it retain an open mind as to motive of the murder but it have confirmed that a key line of inquiry in <span style="background-color:yellow;color:black;">this investigation is that Dr Farooq was due to launch a new political career and that the police would like to speak to anyone who knew about Dr Farooq’s political activity and his ambitions for a new party.<br />

On Thursday, 6 December 2012, officers from the Counter Terrorism Command <span style="background-color:yellow;color:black;">executed a search warrant under Schedule 1 of the Police and Criminal Evidence Act (PACE) the MQM’s International Secretariat in </span>Edgware but no arrests were made. Under PACE, the police have so far searched 10 addresses, including the two addresses which were being combed at the filing of this report on Wednesday evening.<br />
 <br />
Most of these searches have been conducted in Edgware and North West London. At least two properties in East London have been searched too.<br />

While the speculation grew about the search warrants being executed at two residential addresses in North West London and the police refused to confirm the identity of the occupants of the two houses, on <span style="background-color:yellow;color:black;">Tuesday night George Galloway MP tweeted that the one of the houses being combed belonged to Altaf Hussain,</span> the MQM founder and leader, but sources within the MQM denied it and the Met Police refused to identify the owner or the occupant of the houses.<br />

The police have confirmed that none of these searches were armed and the police didn’t meet any resistance. There have been speculations about travel restrictions and arrests of individuals in relation to Dr Imran Farooq’s murder but the police have confirmed that no one has been placed on travel restrictions in this investigation. The most likely scenario for a restriction on travel would be if someone was placed under arrest or charged with an offence and this formed part of their bail conditions.<br />

Dr Imran Farooq’s widow and former MQM MPA Shumaila Imran Farooq lives in a secure area in London with her sons Aalishan Farooq and Wajdan Farooq.<br />

<span style="background-color:yellow;color:black;">It’s understood that the police monitor the area where she lives and believes that Dr Farooq’s wife and kids may be harmed too. Dr Imran Farooq owned a shop near Old Street in central London at the time of his murder.<br />

<span style="background-color:yellow;color:black;">The News is aware that the shop was sold to a new buyer but not a single penny was paid to Shumaila Imran Farooq.</span> A former worker at the shop told The News that Shumaila Farooq never visited the shop and kept herself out of any dealings to do with the shop because she was too traumatised and was scared for her own safety.<br />

“The shop was taken over by Dr Imran Farooq’s brother and Shumaila Farooq was not paid anything when shop was sold a year ago,” said the worker, who has fond memories of working with Dr Imran Farooq, whose brave rise and tragic fall in politics will continue to haunt Pakistani politics at home and abroad for many years to come.<br />
